Main Purpose of Job

The main purpose of this position is to conduct licensure, certification, and survey activities in licensed health care facilities or programs on behalf of the Maryland Department of Health (MDH) and the Centers for Medicare & Medicaid Services (CMS). The purpose of these activities is to determine whether a facility or applicant is in compliance with State, federal and local laws and regulations, standards of care, and standards of practice. This position evaluates the quality of care and services provided to individuals with developmental disabilities in various settings. This position also performs administrative duties, including precepting other surveyors, interpreting regulations, providing technical assistance, participating in informal dispute resolution conferences and providing testimony in hearings. This is primarily a field-based position with a variable schedule and work location based on the agency’s needs.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes

  • Candidates may substitute 30 college credit hours from an accredited college or university for each year, up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Desired Or Preferred Qualifications

The desired candidate should possess the following:

  • Experience conducting audits, surveys, investigations or quality assurance activities.
  • Experience in writing correspondence, summaries or reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
