Responsibilities

  • Oversee human resources functions: position descriptions, recruitment, employee relations, training.
  • Manage online certifications of contracts and labor mapping.
  • Act as Contracting Officers Representative (COR) for procurement and contracting.
  • Prepare, edit, and archive official correspondence requiring signature or approval.
  • Advise supervisors on budgetary and financial issues.
  • Monitor balances of fund control points.
  • Develop budget data and justification for review and approval.
  • Assist with negotiation of business agreements and contracts.
  • Interpret administrative policies and develop local policies and requirements.
  • Provide input into policies to ensure regulatory compliance.
  • Work schedule: Mon-Fri 8:00am to 4:30pm; relocation incentives not authorized.

Qualifications

IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-9 LEVEL YOU MUST MEET THE FOLLOWING REQUIREMENTS: DRIVER'S LICENSE REQUIREMENT: This position requires a current - valid state driver's license. Do not upload a copy of your license at this time. If an interview is requested - you may be required to provide a copy of your current - valid - and unrestricted state driver's license. ~AND~ SPECIALIZED EXPERIENCE GS-9: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge - skills and abilities required to successfully perform the duties of an Administrative Officer - and that is typically in or related to the work of the position to be filled. Specialized experience includes development and coordination of long and short-range planning activities; preparing reports related to the program's operations (i.e. - personnel management - program analysis - budgeting - etc.); advising on Human Resources activities (personnel administration - staffing - position management and classification - training - awards); and Internal Controls (Correspondence - records/forms/reports management - etc.); performing budget formulation - justification - and execution. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9: You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. (related to the position) from an accredited college or university. Such education must demonstrate the knowledge - skills - and abilities necessary to do the work of the Administrative Officer position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school - 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) ~OR~ COMBINATION OF EXPERIENCE AND EDUCATION GS-9: You must have equivalent combinations of successfully completed graduate level education and specialized experience - as described above - which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do the work of the Administrative Officer position and must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school - 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
