Job summary

Dakota County in Hastings, Minnesota, is seeking a professional to assist the Director by coordinating and analyzing divisional activities, managing operational projects, and improving division policies and procedures.

The ideal candidate will hold a Bachelor's degree in a related field and have at least one year of office management, administrative support, or project management experience, or an equivalent combination of education and five years of relevant experience.

Qualifications

  • Equivalent combination of education and experience totaling five (5) years, including at least one (1) year of office management, administrative support or project management.

Responsibilities

  • Assist Director with planning, research, analysis and reporting of division projects; prepare and disseminate reports.
  • Process departmental and divisional licenses (e.g., liquor, tobacco, cannabis, licenses and permits).
  • Maintain currency of County Ordinances under Division/Department responsibility.
  • Collect, analyze and disseminate organizational management indicators and outcome measures.
  • Serve as liaison between departments to coordinate service levels and resolve issues.
  • Represent the organization on committees and liaise with citizen advisory committees.
  • Recommend and maintain policies and procedures and monitor implementation.
  • Support organizational management in labor negotiations and confidential processes.
  • Coordinate Board Committee processes and track budget requests and fee schedules.
  • Possibly supervise support staff.

This position assists the Director to coordinate and analyze divisional activities, manage operational projects, prepare, maintain, recommend and implement improvements to division policies and procedures.

PREFERRED EXPERIENCE BEYOND MINIMUM QUALIFICATIONS
  • Progressively increased experience managing in government, accounting, human resources, or computer software and information systems.

  1. Assist Director with planning, research, analysis, and reporting of divisional and/or departmental projects; makes recommendations; prepares and disseminates reports.
  2. Responsible for processing departmental and divisional licenses, for example: liquor, tobacco, cannabis, assemblage licenses and various other licenses and permits.
  3. Maintain currency of County Ordinances that are the responsibility of the Division/Department.
  4. Collect, analyze, and disseminate organizational management indicators and outcome measures.
  5. Serves as a liaison between departments to coordinate service levels, enhance communication, clarify issues and resolve problems.
  6. Represent the organization and serve on committees for special projects and may serve as liaison to citizen advisory committees.
  7. Recommend and maintain policies and procedures, monitor consistent implementation and application.
  8. Assist and support organizational management in labor negotiations and confidential processes and procedures.
  9. Coordinate Board Committee processes, prepares, maintains and tracks RBA's through the process.
  10. Coordinate budget requests, develop budget tracking processes for the division and all departments.
  11. Coordinate the development of the fee schedule including surveying select counties on their fees and processes.
  12. May supervise support staff.
ESSENTIAL FUNCTIONS
  • Knowledge of County and department policies, programs, and procedures.
  • Knowledge of Minnesota statutes.
  • Knowledge of accounting, statistical reporting and evaluation principles.
  • Skilled in tracking and evaluating processes and systems.
  • Ability to communicate effectively both orally and in writing.
  • Ability to coordinate the activities of departmental and division staff and promote effective working relationships both internally and externally.
  • Ability to train, mentor, and motivate staff through involvement, participation, and cooperation.
  • Ability to handle multiple tasks efficiently and effectively.
  • Ability to plan, implement, and evaluate divisional management systems.
  • Ability to exercise initiative, discretion, trust and independent judgment.
Work Environment

The work is primarily sedentary, although there is some walking, travel, and carrying of lightweight items such as a laptop, notebooks, and work papers. The work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
