Job summary

HACLA is seeking an administrative staff support professional to assist directors and managers. You will help develop and monitor departmental budgets, improve procedures, and coordinate special projects.

Strong skills in MS Word/Excel/PowerPoint and the ability to work independently are essential. Applicants should have a Bachelor's in public or business administration and at least one year of relevant experience; a Master’s may substitute for one year.

Job description

Special Note: The posted salary is the full salary range of the position. The anticipated salary upon hire for new employees in the position will typically start at step one of the eight step salary range unless there are special exceptions in accordance with the Housing Authority Personnel Rules.

CHARACTERISTICS OF THE CLASSIFICATION: Provides general administrative staff support to Directors, Division Heads, and Managers. Assists in planning and expediting work in assigned department. Supports manager in preparing and analyzing information relative to departmental functions and measurement of departmental effectiveness.

EXAMPLES OF ESSENTIAL FUNCTIONS: Under general supervision, assists a director and/or manager in the development and monitoring of a department budget, new and improved procedures, policy standards and/or programs; may perform research and analysis on a variety of areas; and will be instrumental in coordinating special projects and special studies; other job‑related essential functions as assigned.

KNOWLEDGE, SKILLS & ABILITIES: Must have knowledge of the principles and practices of public administration, organization, budget and administrative management; statistical and research methods; administrative survey techniques; office automation, software applications such as MS Word, Excel, Access and PowerPoint. Strong oral and written communication skills. Ability to prepare clear, concise, accurate, complete and logical reports; conduct analytic studies and surveys; work independently with little direction; establish and maintain effective working relationships with others; meet schedules and timelines; work confidentially with discretion; interpret, apply and explain policies, procedures, rules, regulations, laws and cases; analyze situations accurately and recommend effective course of action. May provide clerical supervision as needed.

MINIMUM REQUIREMENTS: Any combination equivalent to a Bachelor's degree from an accredited college or university, preferably in public administration or business administration, and one year of experience in a responsible administrative capacity for a public agency; a Master's degree in public administration may substitute for one year of experience.

SPECIAL REQUIREMENTS: Possession of a valid Class "C" California Driver's License.

EXAMINATION: Applications will be reviewed for relevant experience, education and training. Applications must be detailed and complete for proper evaluation. Resumes may be included but may not be submitted in lieu of application content. Only the most qualified applicants will be invited to the testing process, which may include any combination of oral, written and/or performance examination. Applicants must pass each phase of the testing process with a rate of 80% or higher to be placed on the certified list. Generation of a certified list does not mean that there are any vacant and available positions at this time. The certified list will be available for not less than six consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON October 19, 2026. If you are invited to the examination process, you will receive an email from a recruiter from the Housing Authority no later than Tuesday, October 13, 2026. This will be your only notice. There will be no changes to the date(s) of the examination.
