JobDiva, Inc. seeks an Acquisition Subject Matter Expert II to support the full acquisition lifecycle, including proposal evaluations, price/cost analysis, and technical procurement analysis. You will prepare acquisition-related policies and guidelines and draft pre-award artifacts with the program office.

The role involves collaborating with program offices and IPTs, supporting governance, and assisting with audits, contract administration, and policy updates in a dynamic environment.

Qualifications

  • Expert-level knowledge of FAR and agency regulations.
  • Experience with full acquisition lifecycle including planning and closeout.
  • Ability to draft procurement documents independently.
  • Experience conducting market research and cost estimates.
  • Proficiency with Excel for independent government cost estimates.

Responsibilities

  • Support full acquisition lifecycle including ALF, ARB, investment reviews and program reviews.
  • Support market research, sources sought, RFIs and pricing trends.
  • Stand up IPTs, draft charters and memos, schedule and facilitate meetings.
  • Support acquisition governance and policy compliance.
  • Support development of pre-award artifacts with program office (SOW, market research requirements, independent estimates).
  • Support solicitation development, source selection and award.
  • Support contract administration post-award and modifications.
  • Assist audit readiness initiatives and reporting.
  • Draft and maintain acquisition policy, guidance, templates and SOPs.
  • May serve as Team Lead or perform peer/quality reviews.

Acquisition Subject Matter Expert (SME) II
Summary

Provides expert assistance in supporting the full acquisition lifecycle, including proposal evaluations, price/cost analysis, and technical proposal analysis. Prepares acquisition-related policies and guidelines.

This role requires but is not limited to
  • Experience with Major Acquisition Programs (Level 1, 2, and 3) to include supporting the full acquisition lifecycle framework (ALF), acquisition milestone events and decisions, Acquisition Review Board (ARB) meetings and approvals, acquisition investment reviews, and program reviews, in accordance with Client Directive 102-01-001
  • Support market research, market surveys, sources sought and requests for information to include researching industry and pricing trends, industry standards and price variations
  • Support Industry engagement initiatives
  • Support stand-up and documentation of Integrated Procurement Teams (IPTs), including draft charters, draft memoranda, scheduling and facilitating meetings, etc.
  • Support Acquisition governance and Policy compliance
  • Support acquisition workforce development and training
  • Strong hands-on partnership with program office to develop their pre-award procurement artifacts such as acquisition plans, SOW, market research requirements documents, and independent government cost estimates
  • Support Solicitation development, source selection and award
  • Support for contract administration including post-award activities and contract modifications
  • Support audit-readiness initiatives and reporting
  • Support drafting and maintaining currency of acquisition policy, guidance, templates and standard operating procedures
  • May serve as a Team Lead and/or perform peer/quality reviews
Requirements
  • BA/BS degree plus 10 years of experience
  • Prior FAC-C II or III certification or industry equivalent highly desirable
  • Experience demonstrates expert-level knowledge of the Federal Acquisition Regulation (FAR), Agency specific regulations, and acquisition streamlining initiatives and reforms
  • Experience supporting vendor initiatives under Robert T. Stafford Act highly desirable
  • Experience supporting procurements related to disaster response and recovery, un-definitized contracting actions/letter contracts highly desirable
  • Expert-level knowledge and experience in supporting full acquisition lifecycle, including acquisition planning, contract administration, performance management, and contract closeout.
  • Prior experience using the PRISM contract writing system, and the Federal Financial Management System (FFMS)
  • Prior experience using APFS and G-Invoicing highly desirable
  • Ability to elicit requirements from program office subject matter experts to draft high-quality, procurement documentation independently
  • Advanced Excel skills to draft independent government cost estimates with detailed bases of estimate
  • High aptitude with Microsoft Office Suite to include Teams, Word and Excel
  • Experience with file collaboration and management in SharePoint highly desired
  • Exceptional verbal and written communication skills and experience working with varied groups of stakeholders
  • Ability to work in a fast-paced environment, balancing multiple procurement actions simultaneously
  • High degree of initiative and follow-through to ensure procurement actions are completed within prescribed timelines
Clearance Required
  • Client Fitness with Entry on Duty (EOD)
  • Client or Secret and above highly desired
  • Current Client badges highly desired
