Responsibilities

  • Plan, schedule and conduct all phases of procurement projects
  • Support the full acquisition lifecycle aligned to agency priorities
  • Develop pre-award artifacts with program offices (SOW, market research, IGCE)
  • Utilize Excel daily to create and troubleshoot IGCE
  • Support Acquisition Strategy and Market Research
  • Perform market surveys and vendor assessments
  • Assist with post-award administration and contract modifications
  • Contribute to negotiations and award briefs
  • Support contract closeout and file audits
  • Possibly serve as Team Lead or provide peer review

Senior Procurement Specialist
Summary:

Responsible for performing operational or consulting support in one or more areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management.

This role requires but is not limited to:
  • Responsible for planning, scheduling and conducting all phases of procurement project(s)
  • Applies in-depth understanding of Agencies' mission, organizational interrelationships, and priorities to support the full acquisition lifecycle
  • Strong hands-on partnership with program office to develop their pre-award procurement artifacts such as acquisition plans, SOW, market research requirements documents, and independent government cost estimates
  • Utilization of Excel in daily work to create/troubleshoot IGCE
  • Acquisition Strategy Support
  • Market Research and Market Surveys
  • Post-Award Contract Administration Support-This may include making sure invoices are paid on time, assisting with performance concerns, making sure deliverables are received on time, and assisting with any contract modifications such as administrative changes, option years, CLIN realignments, etc.
  • Complex procurement strategy
  • Solicitation/RFP/RFI development
  • Experience supporting major program acquisitions
  • Support for contract negotiations

  • Experience with award briefings, policy interpretation, contract file audits, precedent/waiver support, de-obligation management
  • May serve as a Team Lead and/or perform peer/quality review support
Requirements:
  • BA/BS degree plus 10 years of experience
  • Prior FAC-C II or III certification or industry equivalent highly desirable
  • Experience that demonstrates in-depth knowledge of the Federal Acquisition Regulation (FAR), agency specific regulations, and acquisition streamlining initiatives and reforms.
  • Experience to include conducting comprehensive acquisition/procurement/contract management support activities including developing task lines in PWS/SOW.
  • Prior experience using the PRISM contract writing system, and the Federal Financial Management System (FFMS)
  • Prior experience using APFS and G-Invoicing desirable
  • Ability to elicit requirements from program office subject matter experts to draft high-quality, procurement documentation independently
  • Experience with Grants/Cooperative Agreements and Un-definitized Contracting Actions/Letter Contracts highly desirable
  • Advanced Excel skills to draft independent government cost estimates with detailed bases of estimate
  • High aptitude with Microsoft Office Suite to include Teams, Word and Excel
  • Experience with file collaboration and management in SharePoint highly desired
  • Exceptional verbal and written communication skills and experience working with varied groups of stakeholders
  • Ability to work in a fast-paced environment, balancing multiple procurement actions simultaneously
  • High degree of initiative and follow-through to ensure procurement actions are completed within prescribed timelines
Clearance Required:
  • Client Fitness with Entry on Duty (EOD)
  • Client or Secret and above highly desired
  • Current Client badges highly desired
