Job summary

Air Force Civilian Service seeks a Full-Time Acquisition Attorney to provide senior legal advice on federal acquisition matters for AFMC, AFLCMC, AFRL, and other Air Force clients. Based at Joint Base San Antonio, this role requires TS/SCI eligibility and a strong track record in acquisition law.

The attorney will advise commanders and staff, review complex contracts for compliance, and guide other attorneys while supporting major acquisition programs and policy development.

Qualifications

• Licensed attorney in the United States (state/territory, DC, or PR).
• Top Secret/SCI eligibility required; ability to obtain clearance.
• Must sign a non-disclosure agreement.
• Ability to obtain and maintain TS/SCI clearance and follow security protocols.
• Overtime and travel may be required on occasion.

About the Role

The Air Force Civilian Service (AFCS) is looking for a Full-Time Acquisition Attorney (NH-0905-04) to work at the Joint Base San Antonio, Texas. This position can close at any time. Recruitment, Relocation, and Student Loan Repayment incentives may be considered.

In this position you will serve as a senior legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other Air Force clients on acquisition law matters.

Duties:

• Chief legal counsel for designated acquisition programs.
• Provide program managers and contracting officers a single point of contact for answering legal questions arising from designated programs.
• Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy.
• Examine legal issues raised by requests for formal opinions.
• Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues.
• Serve as a senior attorney, furnishing advice and guidance to other attorneys, both military and civilian.

Qualifications:

• Must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
• Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
• A non-disclosure agreement must be signed.
• Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.

Required Skills:

• Professional knowledge of federal acquisition law (including but not limited to Systems Acquisition; Research and Development; and, Facilities contracting matters and the Fiscal, Taxation, Environmental, Anti-Trust, and Patents, Copyright, and Technical Data Rights aspects thereof).
• Maintenance of a current license as an attorney and counselor at law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
• Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
• Proven skill in effectively communicating, both orally and in writing.
• Proven skill in using negotiation techniques to protect the Government's position in major acquisition actions.
• Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.
• Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the position.
• Ability to conduct oneself in accordance with generally accepted standards of professional demeanor.

Additional Skills:

• May be required to work overtime on an unscheduled or emergency basis.
• Work may occasionally require travel away from the normal duty station using military/commercial aircraft or other modes of transportation.
• Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and required to file annually thereafter.
• Must adhere to the Air Force Rules of Professional Conduct.
