Job description

Fueled by innovation, talent and ambition, the Air Force Civilian Service (AFCS) is seeking civilian professionals prepared to deploy war-winning capabilities for the United States Air Force. The Air Force Civilian Service (AFCS) is looking for a Full-Time Acquisition Attorney (NH-0905-03 or NH-0905-04) to work at the Hanscom Air Force Base Legal Office in Massachusetts. This position may be filled as a developmental NH-03 Target NH-04 position or as a NH-04.

This position will close 17 SEP 2026.

Salary range: $101,375 to $197,200 (includes locality)

NH-03

As an NH-03, you will serve as a legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other AFMC subordinate organizations on all acquisition law matters.

• Chief legal counsel for designated acquisition programs.
• Provide program managers and contracting officers a single point of contact for answering legal questions arising from designated programs.
• Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy.
• Examine legal issues raised by requests for formal opinions.
• Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues.
• Maintain current knowledge of changing statutory and regulatory guidance pertaining to designated acquisition systems, weapons system development, acquisition, and sustainment, as well as general developments in technology that may improve the effective delivery of legal services.
• Responsible for timely completion of administrative duties as assigned by AFMCLO leadership.

NH-04

As an NH-04, you will serve as a senior legal adviser providing legal advice and support to the Commanders and Staff at AFMC, AFLCMC, AFRL, and other Air Force clients on acquisition law matters.

• Chief legal counsel for designated acquisition programs.
• Provide program managers and contracting officers a single point of contact for answering legal questions arising from designated programs.
• Review complex contractual documents for legal sufficiency and compliance with applicable laws, regulations, and policy.
• Examine legal issues raised by requests for formal opinions.
• Provide oral advice to Contracting Officers and program management personnel at various levels on pertinent issues.
• Serve as a senior division attorney, furnishing advice and guidance to other attorneys, both military and civilian.
• Instruct acquisition law classes composed of government attorneys and acquisition officials.

Requirements

• U.S. Citizenship
• Knowledge of law equivalent to graduation from an accredited law school and maintenance of a current license as an attorney and counselor at law in a state or territory of the United States or District of Columbia, including maintenance of Continuing Legal Education (CLE) currency as established by incumbent's bar.
• Skill in researching legal issues, interpreting the law, and applying it to complex factual situations in light of the results of such legal research and general legal principles.
• Skill in communicating effectively, both orally and in writing, with both professionals and non-professionals. Skill in making oral presentations to peers, clients, and other Federal officials. Ability to tactfully advise senior leadership on sensitive legal issues.
• Professional knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to ethics and standards of conduct matters and their impact on acquisition integrity; the Joint Ethics Regulation (JER); and Federal statutes and Executive Orders applicable to Government acquisition/contracting; the Federal Acquisition Regulation (FAR), and the Department of Defense, Air Force, and command supplements thereto.
• Where required, knowledge of applicable Federal statutes, case law, Executive Orders applicable to Government contracting, privatization, ethics, and fraud remedies issues, the Federal Acquisition Regulations (and Department of Defense, Air Force and command supplements thereto), and the U.S. Code as applied to civil and criminal litigation. Professional knowledge of the body of common law applicable to contracts in order to provide legal counsel on acquisitions including, but not limited to, Federal criminal, civil, and administrative litigation.
• Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. The employee is required to obtain and maintain a security clearance commensurate with the position's sensitivity code. Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
• Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and required to file annually thereafter.
