Responsibilities:
- Serve as the primary liaison between program offices, CORs, technical stakeholders, and acquisition personnel to facilitate successful procurement execution.
- Support cradle-to-grave acquisition activities from acquisition planning through contract closeout.
- Review acquisition packages prior to submission to ensure completeness, quality, compliance, and readiness for contracting office action.
- Assist program offices with development of acquisition plans, SOWs, SOOs, PWSs, IGCEs, market research reports, justifications, evaluation criteria, and supporting acquisition documentation.
- Conduct market research utilizing federal acquisition resources, including GSA market research tools and Federal Supply Schedule resources.
- Support development and administration of contract vehicles including IDIQs, BPAs, task orders, delivery orders, purchase orders, and IAAs.
- Track acquisition milestones, contractual actions, funding levels, and procurement status reporting requirements.
- Participate in meetings, document action items, facilitate stakeholder communication, and coordinate acquisition-related activities.
- Assist with contract modifications, closeout activities, and acquisition reporting requirements.
- Ensure all deliverables and acquisition documentation meet standards for accuracy, clarity, completeness, timeliness, and quality.
Required Qualifications:
- Bachelor's degree in Business, Public Administration, Acquisition Management, Finance, Contracts, or related discipline. Additional experience may be considered in lieu of education.
- Minimum five (5) years of federal acquisition experience.
- Experience equivalent to FAC-C Level II certification and federal acquisition competency.
- Hands-on experience applying the FAR throughout the acquisition lifecycle.
- Experience supporting FAR Parts 12, 13, 15, 37, 43, and contract closeout activities.
- Experience supporting Federal Supply Schedule acquisitions and GSAR acquisition procedures.
- Experience supporting acquisition planning, IGCE development, market research, and procurement package preparation.
- Experience supporting IDIQ contracts, BPAs, task orders, call orders, purchase orders, and IAAs.
- Possess excellent ability to communicate orally and in writing to effectively assist customers and participate as a team member.
- Possession of the ability to perform as an active team member involves having the ability and capacity to assess acquisition requirements from cradle to grave.
- Must be able to independently analyze work assignments and provide feedback to the Government as required.
- Proficiency with Microsoft Office, Microsoft Teams, SharePoint, Google Workspace, and acquisition support systems.
- Customer Relationship Management (CRM) experience is desired.
Preferred Qualifications:
- Experience using PRISM or similar federal contract writing systems.
- Experience using GSA Market Research as a Service (MRAS) and other federal market research tools.
- Customer Relationship Management (CRM) experience.
- Experience supporting Department of Transportation or Federal Transit Administration programs.
