Job summary

State of Alaska's Department of Health is seeking an Accounting Technician at 2 or 3 level to provide fiscal support for the Division of Public Health. The role covers accounts payable/receivable, reconciliations, budgeting, and payroll oversight, with strong emphasis on accuracy and compliance.

The position supports budget development, prepares financial reports, and ensures alignment with federal requirements.

Qualifications

  • One year of entry technical level accounting or clerical bookkeeping experience (Accounting Technician 2).
  • Two years of technical level accounting or bookkeeping experience, including one year at full-proficiency level (Accounting Technician 3).
  • Substitutions: an Accounting Technician certification may substitute for the required experience; post-secondary education with accounting coursework may substitute for part of the experience.

Responsibilities

  • Serve as a fiscal specialist providing accounting support for the Division of Public Health.
  • Manage financial operations—accounts payable/receivable, reconciliations, encumbrances, journal entries, contracts, RSAs, budget monitoring, and quality assurance reports.
  • Support annual budget development and financial reporting by researching funding sources, maintaining tracking tools, assisting with Federal Financial Reports (FFRs) and ensuring alignment with state and federal requirements.
  • Oversee payroll accuracy for assigned sections by reviewing timesheets, correcting coding issues, training staff, resolving payroll errors, and maintaining secure documentation.
  • Collaborate with colleagues and program staff to assess fiscal and operational needs and provide accurate information and high-quality financial services.

This position will be filled at either the Accounting Technician 2 or 3 level, depending on the applicant's qualifications and job experience.

What you will be doing:
  • Serve as a fiscal specialist providing accounting support for the Division of Public Health.

This position is located on the 7th floor of the Frontier building in Anchorage, offering panoramic views of the Chugach Range, Mt. Denali, and the Cook Inlet. Accounting Technician 2

One year of entry technical level accounting or clerical bookkeeping experience.

Substitutions:

Certification as an Accounting Technician from an accredited college will substitute for the required experience.

Post secondary education from an accredited college will substitute for the required experience (3 semester/4 quarter hours equal one month) if it includes at least 6 semester/8 quarter hours in Accounting.

Accounting Technician 3

Two years of technical level accounting or bookkeeping experience, of which at least one year was at the full-proficiency level.

Substitutions:

Certification as an Accounting Technician from an accredited college will substitute for one year of the required experience at the non-full-proficiency level.

Post secondary education from an accredited college will substitute for up to one year of the required experience at the non-full-proficiency level (3 semester/4 quarter hours equal one month) if it includes at least 6 semester/8 quarter hours in Accounting.

Post secondary education from an accredited college will substitute for the required two years of experience (3 semester/4 quarter hours equal one month) if it includes at least 9 semester/12 quarter hours at or above the 200 level in Accounting.

An associate's degree in Accounting or Business Administration from an accredited college will substitute for the required two years of experience if it includes at least 6 semester/8 quarter hours at or above the 200 level in Accounting.

Flexibly Staffed

This position is flexibly staffed. This vacancy may be filled at either the 2 or 3 levels, depending on the applicant's training and/or experience. The full range of salaries is listed above. The starting salary will be determined by the position level. If filled at a lower level, promotion to the higher level will occur only upon successful completion of the probationary period and the required training, provided the applicant meets the minimum qualifications for the higher job class and receives final approval from the supervisor.
