Job summary

Qualifications

Responsibilities

  • Analyze and certify vendor invoices for payment.
  • Audit reports and documents related to vendor invoices (low-weight reports, cost analysis, etc.).
  • Collaborate with supervisory staff to develop and maintain audit mechanisms.
  • Act as primary point of communication with outside vendors and DSNY staff.
  • Manage contract invoices and create deductions using city platforms (PASSPort).
  • Supervise staff performing basic auditing and bookkeeping tasks, including evaluations.
  • Perform periodic calculations to update adjustment factors.

**DSNY Employees Only**

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.

The Bureau of Solid Waste Management utilizes a wide range of contracts and agreements to execute the complex and legally mandated work it performs as part of DSNY’s service to New Yorkers. Responsible for the construction and maintenance of city-owned solid waste management infrastructure (e.g. Marine Transfer Stations, compost facilities, closed landfills), as well as the disposal, recycling, or marketing of all DSNY-managed solid wastes, the Bureau oversees a high volume and high dollar value of contracts.

The Bureau is recruiting two (5) Accounting Supervisors, who will, under the general supervision of an Accounting Manager and with latitude for independent initiative and decision making, perform professional work of moderate difficulty managing the financial accounting and other administrative requirements for various contracts for municipal solid waste and organics, including, but not limited to:

  • Analyze and certify the vendor invoices for payment.
  • Audit reports and other documents related to vendor invoices, such as low-weight reports, cost analysis, container usage, container density, prevailing wages, subcontractor payments, and pass-through costs.
  • Collaborate with supervisory staff in the development and maintenance of audit mechanisms to evaluate and monitor the contractor's performance.
  • Act as primary point of communication with outside vendors and DSNY staff to provide technical expertise by explaining procedures, requirements and resolving issues.
  • Manage assigned contract invoices and create deductions using various city platforms (i.e. PASSPort)
  • Supervise staff performing basic auditing and bookkeeping functions, including preparing performance evaluations.
  • Perform periodic calculations to update adjustment factors

Title Information

Candidates should be a permanent Associate Staff Analyst or serving in a similar title. Candidates that are on the Associate Staff Analyst list under exam # 5041 will be considered as well.

Minimum Qualifications
  1. 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  2. 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
  3. 3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
  4. 4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
  5. 5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
Preferred Skills
  • Excellent verbal and strong analytical, organizational and interpersonal written skills
  • Proficiency in Microsoft Office Suite, including Excel and Word
  • Experience with FMS and PASSPort
  • Skilled in digitizing and maintaining financial records
  • Experience managing vendor contracts
  • Ability to balance competing priorities, complex situations and tight deadlines
  • Familiarity with DSNY processes, rules and policies
