The MN Lottery is seeking their next Accounting Officer! This position is responsible for delivering timely and accurate financial statements in accordance with GAAP, as well as reports, analyses, and projections. Duties include approving payments, performing reconciliations, and providing various financial services to both internal and external customers, all while operating under the guidance of the Accounting Officer Coordinator and Chief Financial Officer.

This role will ensure compliance with all state statutes and guidelines, coordinate the annual independent and legislative audit process, conduct internal audits of regional offices, and evaluate, coordinate, and communicate accounting and tax requirements for special games, incentives, and promotions. Additionally, this position assists in the preparation of financial statements, coordinates annual audits, and contributes to the development of the Annual Comprehensive Financial Report. The incumbent will also be responsible for overseeing the recording and review of financial transactions, coordinating month-end closures, and preparing financial reports.

Responsibilities include:
  • Provide technical accounting support, including developing policies, maintaining accounting structures, and producing specialized reports and analyses.
  • Prepare accurate GAAP-based financial statements and specialized reports and analyze major accounts and non-recurring entries.
  • Assist the CFO with monthly financial reporting by monitoring budgets, analyzing variances, and recommending adjustments.
  • Support annual audit processes by preparing required documentation, tracking progress, and assisting with audit responses.
  • Complete special projects and provide financial support, including short-term analyses and assistance with cash needs, A/P disbursements, and ACH authorizations.
Minimum Qualifications

Three (3) years of accounting or financial experience. Experience must demonstrate:

  • Knowledge of GAAP and governmental accounting principles, including fund accounting.
  • Knowledge of auditing procedures and experience supporting audits.
  • Ability to interpret statutes, policies, IRS tax laws, GASB pronouncements, and contracts.
  • Ability to identify and investigate irregularities independently and recommend corrective actions.
  • Familiarity with SWIFT or similar accounting system.
  • Skills and abilities to analyze complex financial and statistical data.
  • A bachelor’s degree in accounting or finance may substitute for one (1) year of experience. OR **A master’s degree in accounting or finance may substitute for eighteen (18) months of experience.
Preferred Qualifications
  • Bachelor’s degree or higher in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Experience using financial management and ERP systems (e.g., JDE, GAVIA or similar)
  • Experience leading cross-departmental teams or acting as a project lead for financial analysis initiatives.
  • Knowledge of Lottery compliance requirements related to net proceeds, taxes, and compulsive gambling contributions.
  • Experience developing clear written materials such as policies, procedures, financial narratives, and statutory analysis.
  • Experiences working effectively with others from different backgrounds and cultures.
