The Minnesota Lottery is seeking an experienced Human Resources Generalist to join our team and support the mission, vision, and strategic goals of the agency. This position provides advanced professional human resource consultation, services, and support across multiple human resource functions. The position serves as a strategic partner to leadership and supports the Human Resources Director in delivering effective, consistent, and legally compliant human resources programs.
This position provides expertise in employee and labor relations, job classification, compensation, recruitment and selection, workforce planning, performance management, policy administration, investigations, and development and delivery of training. The position ensures clear and consistent application of human resource and labor relations statutes, policies, procedures, and best practices collective bargaining agreements and compensation plans, compensation frameworks, job classification activities, and recruitment and selection activities. In addition, the Human Resource Generalist provides lead work direction in the delivery of human resource services including transactions, workers’ compensation, and employee benefits.
Responsibilities
- Provide professional consultation in recruitment, selection, job classification, compensation, and performance management
- Lead and conduct job evaluations and document job classification decisions
- Manage recruitment and staffing processes to ensure compliance with laws, policies, and bargaining agreements
- Recommend and implement updates to policies, procedures, and practices
- Advise on leave administration, workers’ compensation, and other federal/state employment law requirements
- Provide guidance on performance management
- Provide contract interpretations
- Conduct workplace investigations and prepare clear, comprehensive reports
- Participate in grievance hearings, meet-and-confers, Loudermill meetings, arbitration activities, and labor contract negotiations
- Lead human resource projects, workgroups, and develop and deliver training
- Provide lead work direction to human resource staff including oversight of benefits, SEMA4 transactions, workers’ compensation, unemployment, FMLA and other leaves, and seniority rosters
Minimum Qualifications
- Three (3) years professional human resource experience that includes the following:
- Experience in core human resource functions including performance management, recruitment/selection, compensation, and job classification
- Experience in labor relations functions such as grievance hearings, conducting investigations, interpreting union contracts and/or compensation plans, or participating in union negotiations
- Oral and written communication skills sufficient to prepare clear documents and reports and provide clear guidance
- Knowledge of Minnesota and federal employment laws such as FLSA, FMLA, EEOC, Human Rights Act, workers’ compensation, unemployment, and Minnesota Paid Leave
- Knowledge of records management and data practice requirements, including releasing of information in accordance with state statutes, laws and/or policies
- A bachelor’s degree in Human Resources Management or a related field may substitute for one year of the required human resources experience described above
Preferred Qualifications
- Knowledge of State of Minnesota employment laws, rules, and policies including MN Statute 13.43 Personnel Data
- Experience working in a union environment
- Knowledge and experience with State of Minnesota job classification analysis
- Experience with HRIS systems such as SEMA4, ELM, and Information Warehouse
- Demonstrated ability to work effectively with diverse populations
- Public sector human resource experience
- Familiarity with workplace safety practices and compliance

This position requires successful completion of the following:
