Heartland Consulting is seeking an Accounting Lead to support accounting and invoice administration services for the Puerto Rico Department of Education's Office of Infrastructure and Reconstruction (PRDE/OIR).

The role serves as the primary point of contact between Heartland Consulting and PRDE/OIR and will oversee the management, coordination, and supervision of accounting and invoice administration activities, supporting FEMA disaster recovery programs.

• Ensure timely execution of assigned services and contractual deliverables.
• Oversee invoice review, invoice tracking, vendor coordination, and financial reporting activities.
• Monitor workloads, staffing assignments, and the performance of assigned personnel.
• Coordinate directly with PRDE/OIR leadership regarding operational priorities, status updates, and ongoing requirements.
• Review reports, reconciliations, and accounting work products and provide recommendations before submission.
• Ensure consistency, accuracy, completeness, and quality across accounting and invoice administration services.
• Monitor compliance with contractual requirements and established accounting practices.
• Support the resolution of issues involving invoice processing, vendor billing, and financial administration.
• Oversee the preparation and maintenance of invoice tracking reports, reconciliation reports, financial records, and supporting documentation.
• Support the timely completion of management reporting and invoice performance deliverables.

Position Overview

Heartland Consulting is seeking an Accounting Lead to support accounting and invoice administration services for the Puerto Rico Department of Education's Office of Infrastructure and Reconstruction (PRDE/OIR).

The Accounting Lead will serve as the primary point of contact between Heartland Consulting and PRDE/OIR and will be responsible for the overall management, coordination, and supervision of accounting and invoice administration activities.

The position supports financial administration activities associated with construction projects, professional services contracts, infrastructure initiatives, and disaster recovery expenditures funded through FEMA Public Assistance (PA), Hazard Mitigation Grant Program (HMGP), and other applicable funding programs.
