The North Carolina Department of Health and Human Services (DHHS) Division: SEC OFFICE - CONTROLLER seeks an Accountant III Supervisor to lead the AFM-Subsystems Unit. This role develops and enforces accounting and financial reporting policies for funding from state and federal sources, and interfaces with the NC Financial System.

You will supervise unit staff, coordinate across divisions, and represent the Branch Head in meetings.

Description of Work

The primary purpose of this position is to function as the Subsystem Unit Accountant III Supervisor within the DHHS Office of the Controller AFM-Subsystems Unit. This position reports to and assists the Branch Head in developing and carrying out departmental accounting and financial reporting policies and procedures associated with funding of local and state government agencies entities that receive state and federal funding. The responsibilities include overseeing the tracking and reporting of numerous funding sources with multiple combinations of federal, state and local funding, all with unique requirements and federal guidelines as to allow-ability and timeliness of expenditures. The position is responsible for ensuring that proper accounting is designed and implemented in numerous subsystems that directly interface with the North Carolina Financial System (NCFS). These subsystems monitor, and record the distribution of benefits, compute cost allocation and determine reimburse of federal and state shares of expenditures submitted from public, private and county agencies. This position must work with many DHHS automated system to both provide and receive data to assist with daily operations of functional units for payments and reimbursements.

The responsibilities of this position cross multiple divisions and offices both within and outside of the Department. The Accountant III Supervisor has the responsibility for managing and coordinating direct unit staff activities and assignments. This position may also, be called upon to represent the Branch Head at various meetings and conferences attended by the DHHS divisions, and other State agencies.

  • Salary Grade Range: $55,221.00 - $96,639.00
  • Recruitment Range: $62,096.00 - $91,803.00

  • Documented experience with accounts payable.
  • Demonstrated experience with inspection/review of financial documentation.
  • Proven experience with invoices data entry.
  • Proven experience with evaluating financial statements/ reports.
