The role focuses on designing new programs, analyzing existing ones, documenting specifications, and testing across the full project life cycle.

Responsibilities include collaboration with clients and senior staff, ensuring quality, and delivering effective IT solutions onsite in Raleigh, NC.

Qualifications

  • Bachelor's degree in computer science or IT field or equivalent with related experience.
  • Experience with developing/troubleshooting SQL queries and .NET technologies.
  • Proficient in ASP.NET MVC, JavaScript, jQuery, CSS/HTML and SQL Server.

About Us The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.

Description of Work

The primary purpose of this position is to provide business systems analysis and programming. Duties include designing new programs, analyzing and modifying existing programs, providing complete documentation, debugging programs, writing specifications, writing test plans and testing. Responsibilities include producing deliverables for all phases of the standard development project life cycle, from functional requirements through final implementation and production support. Duties include participation in project planning meetings, design with clients and senior analytical staff, consultation and planning for specific modifications and enhancements to the system, status reporting, and project monitoring for quality assurance and adherence to procedures, and providing optimum quality service to the clients.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $70,528.00 - $105,793.00 Recruitment Range: $70,528.00 - $87,984.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: Experience with developing/troubleshooting SQL queries Programming experience using .Net Technologies Experience in Server Migration, IIS and SSL Certification Binding Experience with digital-services SaaS platforms, such as Power BI, Sharepoint, Power Automate, Power Apps, JIRA, Service Now, SimpliGov. Management Preference Experience with Incident Reporting System - Perform functional and technical assessments of the existing application that was developed in ASP.NET MVC, Bootstrap, JavaScript, jQuery, CSS, and HTML, Entity Framework, SAML Authentication, with SQL Server backend databases.
