Job summary

General Statement of Duties

Develops, reviews and modifies accounting procedures and supervises the installation of new or revised systems or procedures; does related work as required.

Essential Duties

Henrico County's CRWP is seeking an Accountant I to lead financial management for a complex federal program serving Henrico and seven neighboring jurisdictions. This is the department's only full-time position dedicated to fiscal operations, with responsibility for a $5+ million budget spanning federal, non-federal, and grant funds. You will start with a training and support period alongside the long-tenured incumbent before taking full ownership of the department's financial functions.

WHAT YOU'LL DO
  • Develop and track the department's $5+ million budget across federal, non-federal, and grant funding sources
  • Review and modify accounting procedures, policies, and internal controls to improve efficiency and compliance
  • Ensure fiscal practices conform with GAAP and federal grant requirements, including OMB Uniform Guidance (2 CFR Part 200) and WIOA regulations
  • Oversee monthly contractor invoice review to confirm expenses are allowable and charged to the correct funding source
  • Prepare complex monthly fiscal reports to the State, cross-walking data from Oracle into required formats
  • Develop cash payment schedules to ensure the County is reimbursed for advanced operating funds
  • Monitor and forecast budget-to-spending activity and flag fiscal, budgetary, or audit risks
  • Develop and maintain cost-allocation methodologies for rent, utilities, personnel, and other shared costs
  • Serve as fiscal monitor over contracted service providers and support the department during audits
  • Maintain fiscal records in line with federal and state retention requirements and grant terms
WHAT YOU'LL BRING
  • Proficiency with excel or other software to develop and update reports and spreadsheets for tracking and reporting funds outside of Oracle.
  • Knowledge of accounting principles, methods, and practices
  • Familiarity with the laws and regulations governing financial operations, ideally including federal grant funds
  • Ability to understand and apply complex instructions, including federal regulations
  • Ability to devise and apply modern accounting procedures and systems
  • Ability to analyze fiscal data and prepare clear statements and reports
  • Sound professional judgment and strong working relationships with coworkers
Additional Information

Expected hiring range will not exceed $72,502.

State or Federal Funding Clause

This agreement and the continuation of this position are contingent upon the availability of specific special revenue funds.

Minimum Requirements

Bachelor's degree in accounting, and preferably One (1) year of accounting experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
