Job summary

Tyto Athene is seeking a seasoned 911 Program Manager to lead the delivery of an Enterprise NG9-1-1 solution across CONUS, Hawaii, and Guam. You will coordinate with executives, agencies, vendors, and technical teams to keep programs on time and within scope.

The role requires deep public safety domain knowledge, strong leadership, and the ability to manage budgets, milestones, and risks in a fast-paced environment.

Qualifications

• Minimum of 10 years of program management experience, with at least 5 years in a 9-1-1/public safety setting.
• Proficiency in MS Office products, especially Project, Word and Excel.
• Experience with 911 Call Handling Platforms, CAD Platforms, and Telephony.
• Strong analytical, communication, collaboration skills; able to work under pressure and in emergencies.

Responsibilities

• Collaborate with stakeholders, including executive leadership, government agencies, telecommunications vendors, and technical staff.
• Coordinate activities with telecommunications vendors and manage relationships to ensure successful system integration.
• Work closely with cross-functional teams to support project-related tasks.
• Drive project execution by organizing work, tracking milestones, identifying risks, following up on action items, and prioritizing critical tasks in a fast-paced environment.
• Partner with leadership to translate business priorities into plans, timelines, and follow-through, ensuring initiatives stay organized and visible.
• Use business acumen to align work with broader outcomes and provide recommendations to improve execution and decision-making.
• Independently assess issues, gather information, develop options, and move forward with limited direction while knowing when to escalate.
• Stay current with industry trends, best practices, and new technologies.
• Strong organizational skills, proactive mindset, and ability to balance multiple priorities with professionalism.
• Monitor projects and oversee project managers to ensure goals are met.

Quantum Sky is searching for a 911 Program Manager with expertise in public safety environments to join our dynamic team supporting our Enterprise NG9-1-1 solution supporting customer’s Public Service Answering Points (PSAP) across CONUS, Hawaii, and Guam. Technical knowledge of Next Generation 9-1-1 (NG9-1-1) systems, vendor coordination, stakeholder engagement with executives and agencies, and the ability to manage project teams and budgets to deliver the system on time and within scope.

Qualifications

Required:

• Minimum of 10 years of experience in program management, minimum of 5 years’ experience in a 9-1-1 or public safety setting is highly desirable.
• MS Office, predominately Project, Word and Excel
• 911 Call Handling Platforms
• 911 CAD Platforms
• 911 Telephony
• Strong analytical and problem-solving abilities.
• Excellent communication and collaboration skills.
• Ability to work effectively under pressure and in emergency situations.

Travel:

• Up 30% travel CONUC and OCONUS

Security: Minimum Secret eligibility.
