Job summary

Tyto Athene is seeking a Program Operations Analyst to support the Government Program Office in Suitland, MD. The role is 100% on-site at a government facility and requires TS/SCI clearance.

You will plan, coordinate, and direct operational, administrative, and financial activities, serve as a gatekeeper between program managers and stakeholders, and develop rigorous action-tracking and executive presentation materials.

Qualifications

  • Bachelor’s degree in management, technical, or related field.
  • 8+ years in cross-functional DOD program acquisition and management.
  • Experience as action officer or program manager preferred.
  • Knowledge of the DOD Acquisition System, PPBE, FAR.
  • Excellent communication with stakeholders at all levels.
  • Proficiency in Microsoft Office and databases.

Responsibilities

  • Plan and direct operational, administrative, and financial activities for the Government Program Office executive.
  • Act as gatekeeper between Program Managers and stakeholders.
  • Develop and manage an action tracking system to ensure timely task completion.
  • Review and plan executive schedule weeks in advance.
  • Facilitate communications with sponsors, field/design agents, and other agencies.
  • Translate complex data into quad charts, white papers, and executive slides.
  • Assist with department goals, policies, and process improvements.
  • Ensure systems meet requirements and assess cost, performance, schedule impacts.
  • Participate in POM and BES processes and evaluate cost realism.

Description

Tyto Athene is searching for a Program Operations Analyst to supporta Government Program Management Office in Suitland, MD.

Responsibilities:

  • Work is located 100% on government site (no telework).
  • Plan and direct operational, administrative, and financial activities for the Government Program Office executive. Identify, organize, and prioritize critical issues and required information for the executive to facilitate efficient decision making.
  • Act as a point of contact and gatekeeper between Program Managers and other stakeholders. Provide oversight and guidance to projects of high importance in accordance with executive’s direction. May act as an advisor to the executive.
  • Develop and manage a rigorous action tracking system to ensure tasking from the executive to Program Managers and external activities is comprehensive and completed on time.
  • Review, plan, and audit the executive's schedule weeks in advance to ensure alignment with critical issues and required information identified for decision-making.
  • Facilitate communications between the Program Office and various stakeholders, including resource sponsors, technical/design agents (field and R&D activities, test facilities, laboratories), platform Type Commanders, and other government agencies.
  • Translate complex technical and financial data into concise, high-level "Quad Charts," white papers, and executive slide decks for Congress, resource sponsors, and senior leadership.
  • Assist with developing and implementing department goals, policies, procedures, and initiatives to support broad functional objectives. Analyze business processes against industry best practices and identify areas where improvements could be made.
  • Ensure program-sponsored systems address defined requirements and are effective and suitable. Identify cost, performance, and schedule impacts and recommend COAs.
  • Participate in Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes. Evaluate program cost realism.
Qualifications

Required:

  • Bachelor’s Degree in management, technical, or related discipline.
  • Minimum of eight (8) years of experience in cross-functional disciplines of DOD program acquisition, life cycle support, program management, acquisition planning, milestone review, financial control, scheduling, and quality management.
  • Previous experience as an action officer, requirements officer, operations officer, chief of staff, program manager, or similar position.
  • Understanding of the DOD Acquisition System, Planning Programming Budgeting & Execution (PPBE) system, and Federal Acquisition Regulation (FAR).
  • Excellent communication skills (written and oral); able to effectively interact with customers, partners, and associates at all levels.
  • High proficiency with Microsoft Office suite, web-based applications, and databases.

Desired:

  • Former DOD experience, especially with the Intelligence Community (IC) and/or U.S. Navy.
  • Master’s Degree in management or technical discipline.
  • Completion of various DAU and Project Management coursework/certifications (e.g. PMP).

Clearance:

  • Active TS/SCI clearance (current Tier-5 investigation) as reported in DISS.

  • Suitland, MD

Travel:

  • 20-40%

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $120,000-$145,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
