Job summary

Core Government Services is seeking an experienced Program Manager / Site Manager to lead our Facility Maintenance Support team at the VA Capital Region Readiness Center (CRRC) in Martinsburg, WV. This role oversees 24/7 operations, CMMS, and subcontractor management to ensure mission-critical uptime.

The ideal candidate has 5+ years in progressive facility management, expertise in electrical distribution and backup power, and success delivering federal contract work with SCA workforces.

Qualifications

• Progressive management experience leading ops and maintenance in mission-critical facilities or data centers.
• Technical expertise in electrical distribution, backup power, and critical HVAC cooling.
• Experience managing federal facility contracts and SCA workforces.
• Extensive CMMS usage and operational reporting experience.
• Strong written/verbal communication; proficient in MS Office.

Responsibilities

• Lead facility maintenance operations across electrical, mechanical, HVAC, BMS/SCADA, life safety, and power systems.
• Maintain 24/7 onsite staffing roster with two-person minimum coverage and on-call protocol.
• Oversee CMMS for tickets, preventive/corrective work, labor hours, parts, and monthly deliverables.
• Manage subcontractors and OEMs for proprietary systems (Schneider/Square D, MTU/John Deere, EcoStruxure).
• Lead emergency response and escalation with four-hour max response and next-day reporting.
• Establish site Quality Control and Safety Plans per OSHA, NFPA 70E, VA standards.
• Maintain Staff Competency Matrix with licenses, certifications, and security credentials.
• Coordinate outages and maintenance windows with VA engineering to avoid disruption.
