Qualifications

JOB DESCRIPTION: Responsible for enforcing compliance rules and regulations set forth under Federal and State requirements for Gaming Operations

ESSENTIAL FUNCTIONS

RESPONSIBILITIES:

• Has the ability to perform all functions of supervised positions.
• Interprets and enforces compliance rules and regulations for gaming operations under Tribal/State Compact, Indian Gaming Regulatory Act, National Indian Gaming Commission, and Leech Lake Gaming Ordinance
• Enforces requirements of Bank Secrecy Act Amendments as established for Title 31 and Suspicious Activity Reporting.
• Develops Minimum Internal Control Standards to meet or exceed National Indian Gaming Commission and National Indian Gaming Association standards. Institutes and enforce Minimum Internal Control Standards to safeguard assets. Reviews and approves all department Standard Internal Controls and maintains Tribal Internal Controls.
• Interprets and enforces casino exclusion policy.
• Assists Human Resources in developing and enforcing personnel policies and procedures.
• Develops and institutes a process for job applicants to assure a qualified Associate list is available to casino management.
• Develops and maintains processes for Associate and vendor licensing.
• Assists Associates in waiver requests and submits to Leech Lake Reservation Tribal Council Members Tribal Gaming Regulatory Authority (TGRA) for approval/denial.
• Facilitates and coordinates Review Board hearing meetings, ensuring compliance with applicable policies, procedures, and regulatory requirements.
• Develops, implements, and oversees regulations governing non-tribally owned gaming establishments (NTOGE), including monitoring compliance and recommending regulatory updates as needed.
• Provides regulatory support to Leech Lake Cannabis by assisting with site licensing, associate licensing, and compliance-related processes.
• Supervises and trains Background Investigator in conducting background checks, completing Investigative Reports for National Indian Gaming Commission, and Associate licensing requirements and procedures.
• Facilitates Compliance Committee Meetings.
• Maintains knowledge of all events in the property as a whole.
• Attends and/or facilitates all mandatory meetings and training.
• Maintains confidentiality at all times.
• Is sensitive to Native American Culture.
• Operates within the parameters of the Leech Lake Gaming Human Resource Policy, Departmental Policy Manual and all Tribal Internal Controls (TICs), and all other applicable regulations.
• Secures the assets of Leech Lake Gaming and the Leech Lake Band of Ojibwe.
• Performs other duties as assigned.

PHYSICAL REQUIREMENTS:

• Frequent exposure to moderate to loud noise levels
• Frequent exposure to tobacco smoke.

EDUCATION AND SKILLS

Education Required: Bachelor’s Degree (four-year college or university).

Experience: Four or more years management experience, preferably in a tribal casino

A combination of education and experience may be considered as a substitute for degree requirement.

Computer Skills: Must have strong computer skills

Certificates & Licenses: Must meet Tribal/State compact licensing requirements, pass criminal background check and submit to drug testing.
