Job summary

UNICEF seeks an international consultant to enhance child-friendly justice in Türkiye. The role focuses on designing, piloting, and evaluating diversion and probation mechanisms, with attention to rights-respecting procedures and non-custodial measures.

The assignment includes creating SOPs, risk assessments, and nationwide roll-out plans, while coordinating with UN agencies, EU, and human-rights bodies to ensure high standards of child protection and rehabilitation.

Qualifications

• Master's degree in Law, Human Rights, Criminology, Public Policy, or closely related field is required.
• A PhD in a relevant discipline would be an asset.
• Experience with international child justice reform projects is essential.

Responsibilities

• Design, pilot, monitor, and refine structural tools and procedural guidelines for diversion, probation, and alternative measures for children.
• Develop reintegration and rehabilitation programmes tailored to children in conflict with the law.
• Create capacity-building frameworks for judicial and law enforcement personnel.
