Job summary

UNICEF seeks a consultant to strengthen diversion, probation and alternative measures for children in Türkiye's justice system. The assignment requires deep expertise in child protection reform, international advisory experience, and capacity-building for nationwide rollout.

The role is remote with travels and spans approximately 19.68 months, under a EU-funded project. Minimum qualifications include a law/HR/public policy background and 10+ years of relevant international experience.

Qualifications

• Extensive experience designing, implementing or evaluating child-sensitive diversion mechanisms.
• Experience authoring or peer-reviewing SOPs, risk/needs assessment tools, and rehab programmes.
• International advisory experience with UN agencies or EU/international human-rights bodies.

Responsibilities

• Provide high-level international technical expertise for design, pilot and monitor structural tools and guidelines.
• Develop capacity-building frameworks and training plans for the Turkish child justice system.
• Support nationwide rollout and scaling blueprints for public justice sectors.
