Job summary

UNFPA's Eastern Europe and Central Asia Regional Office (EECARO) seeks an ICT Analyst to oversee ICT policies, standards, and Technology for Development (T4D) programmatic support across the region and country offices.

You will act as a liaison between regional programme teams and the Global CoE, assess technology use, guide AI adoption, manage T4D pilots, and help standardize hardware/software while strengthening cybersecurity and budget planning.

Qualifications

Advanced degree in Information Technology, Computer Science, Engineering or related discipline is required.
Related professional certifications are desirable.
2 years of progressively responsible experience in ICT, preferably in network infrastructure or cloud-based application administration.
Demonstrated experience with Technology for Development (T4D) Programmatic Support, preferably AI related, is required.
Knowledge of Local network infrastructure and locally available antivirus protection systems required.
UN security knowledge is desirable.
Relevant certifications in hardware and software management and application required are desirable.
Good knowledge of network infrastructure, Windows, corporate ICT security and antivirus protection systems, ERP; Knowledge of Google Workspace is a big plus.
Thorough knowledge of ICT networks design and connectivity concepts.
Ability to integrate office automation needs with resources and systems requirements.

Responsibilities

Act as liaison between EECARO programme teams and the global Digital Center of Excellence to facilitate adoption of standardized digital solutions.
Assess current technology use and provide technical assistance for AI and digital innovations integration.
Manage scoping, planning, and progress monitoring of T4D initiatives including pilots and deployment advice.
Develop training programs to foster digital dexterity among staff and promote AI adoption.
Contribute to developing a strategic roadmap for integrating technology into programme delivery.
Analyze ICT strategies and oversee shared services, standardize hardware/software, and implement cybersecurity measures.
Provide proactive advisory services, training, troubleshooting, and user support on ICT matters.
Maintain, upgrade, and enhance local ICT systems; collaborate on training policies with global IT Solutions Office.
Assess IT needs, procure and install equipment cost-effectively, track ICT investments, and participate in budget planning.
Ensure confidentiality, integrity, and availability of ICT systems and networks; conduct disaster recovery tests; manage ICT asset inventory.
