Job summary

Acwa is seeking an experienced HSSE Manager to implement and demonstrate an effective occupational health, safety, environment and security management system across power, water, and petrochemical projects in Turkey. You will lead risk assessments, audits, incident investigations, and contractor safety programs, ensuring compliance with ISO 45001/14001 and World Bank/IFC/EBRD standards.

The role requires 10–12 years in HSSE on renewables, O&G or chemical plants, with strong communication skills

Qualifications

• Engineering degree with occupational health and safety training.
• 10–12 years HSSE experience in renewables, O&G or petrochemical projects.
• Strong knowledge of ISO 45001/14001 and WB/IFC/EBRD guidelines.
• Capability to lead contractor safety management and investigations.
• Excellent written and verbal communication in English and Turkish.

Responsibilities

• Develop and implement HSSE risk management based on ISO 45001/14001.
• Advise and monitor contractor and construction HSES activities.
• Ensure EPC contractor compliance with HSSE obligations; manage stakeholders.
• Review contractor method statements, risk assessments and HSSE docs.
• Maintain HSSE communication plan, reporting, inspections and audits.
• Investigate incidents and recommend corrective actions.
• Promote Safety Recognition Programs and corrective action processes.
• Monitor emergency preparedness and resources on the project.

Job description

Implementing and demonstrating an effective occupational health safety, environmental and security management system and ensuring compliance with all legal, project requirements by:

• Development and Implementation of the Project HSSE Risk management system based on ISO 45001, ISO 14001.
• Formulating, advising, implementing and monitoring contractor and construction HSES management activities.
• Continuously monitoring and intervene to enable and ensure EPC Contractor’s compliance with the EPC contract’s HSSE management obligations.
• Reviewing EPC contractor’s method statements, risk assessments and other HSSE related documents for adequacy and compliance with the EPC contract, and any relevant stakeholder’s requirements.
• Ensuring an effective HSSE communication plan for the project including periodic HSSE committee meetings.
• Advising Project Team on HSSE issues and maintaining stakeholders’ engagement on occupational health safety, environmental and security subjects.
• Monitoring, evaluating, analysing and monthly reporting on project HSSE performance.
• Investigate and report incident investigation proceedings and recommend interventions to address corrective actions.
• Conducting daily, weekly and monthly HSSE inspections, auditing, and incident investigation to ensure compliance to the EPC contracts, legal and other requirements.
• Promoting Safety Recognition Awards and Recognition Programs and Disciplinary procedures.
• Implementing and maintaining an HSSE observations and corrective action management process for the project.
• Monitoring, reviewing and testing project emergency and fire preparedness arrangements and resources.

Required Skills

• Understanding of HSSE management practices for construction, testing and commissioning of Utilities constructions projects such as power plants and substations.
• Practical familiarity with World Bank/IFC/EBRD Environmental and Social Performance Standards and supporting guidelines.
• Practical knowledge Safety Risk Management (Hazards and Risks) effective implementation, including Risk assessment and effective controls
• Incident investigating, analytical and observation skills
• Practical knowledge of firefighting, fire suppression and fire detection systems and equipment
• Practical knowledge of advanced first aid/CPR/AED and medical emergency measures and requirements
• Practical knowledge of chemical safety management.
• Practical knowledge of responding and handling emergencies relevant to health, safety, environmental, and security.
• Experience on a power, water, Oil & Gas or chemical plants.
• Strong verbal and written communication skills at different levels.

Educational

Engineering Degree with recognized Occupational Health and Safety formal training. Or Bs/Ms in Health and safety discipline.

Experience:

10 to12 years of practical experience in HSSE with in Renewables, O&G or petrochemical construction projects. Min 4 years work experience in the capacity of HSSE manager.
