PURPOSE AND SCOPE
As a Senior HR leader, the HR Cluster Lead is accountable for shaping and executing human resources strategy across a cluster of countries within the EMEA region. This role partners closely with Strategic Business partners, business leaders, HR Centers of Expertise (CoEs), and Shared Services to drive transformation, foster a high-performance culture, and ensure alignment between global initiatives and local execution.
Operating in a complex, matrixed environment, the HR Cluster Lead delivers expert guidance on all aspects of HR management—spanning strategic workforce planning, talent development, organizational design, and employee relations—while navigating local labor laws and labor relations frameworks. The role combines operational leadership with strategic influence, driving innovation and continuous improvement across both commercial and manufacturing organizations.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Strategic Leadership & HR Management
- Lead, mentor, and develop a high-performing team of HR Country Partners, ensuring alignment with enterprise-wide HR strategies and best practices.
- Drive global HR operational excellence, ensuring a consistent yet locally adaptable approach to HR.
- Partner with senior Human Resource business partners and assigned Business leaders to align HR initiatives with businesspriorities, fostering a culture of engagement, performance, and accountability.
- Support CoE-driven HR initiatives, ensuring seamless integration into country specific HR operations.
- Partner with Employee Relations in ensuring fair and consistent resolution to complex ER matters in line with company policies and applicable labor laws.
- Cross-Border Collaboration: Coordinate and align HR strategies across countries in the cluster. Share best practices, harmonize procedures where possible, and adapt to market-specific needs.
Employee Experience & Engagement
- Act as a champion of company culture, embedding FME culture and core values into HR programs, and driving initiatives that enhance employee satisfaction and retention.
- Support change management efforts, ensuring HR teams are equipped to guide employees throughorganizational transformation and strategic shifts.
- Maximize effective usage of Shared services and HR technology platform.
Compliance, Governance & Risk Management
- In partnership with ER, ensure HR policies, procedures, and programs are compliant with local labor laws while maintaining consistency with the company’s global HR framework.
- Collaborate with ER, Legal and Compliance teams to mitigate HR-related risks and uphold the highest standards of ethical and regulatory compliance.
Supervision
Supervise 6 HR Country Partners in: Turkey, Morocco, KSA, UAE, Egipt, South Africa, Russia
Your Profile
- Bachelor’s Degree; Advanced Degree desirable
- Extensive professional experience (approximately 12-15 years), including substantial (at least 5 years) managerial experience, as well as in-depth knowledge of Human Resources. Multi-country experience is preferred.
- Demonstrated ability to be an agent of change.

- Competence in software applications relating to human resources such as case management systems and Workday is preferred along with the suite of Microsoft Office products.
- Demonstrates excellent communication skills - both written and verbal including English
- Can work independently and can manage multiple competing priorities.
- Has strong business acumen in addition to Human Resources skills.
- Has an unquestionable commitment to confidentiality, integrity, and privacy.
- Healthcare experience a plus.
