Qualifications

• Diploma or degree in Occupational Safety & Health, Environmental Health & Safety, Engineering, or related discipline.
• Registered WSHO with MOM Singapore.
• Fire Safety Manager certification required.
• Certified Risk Management Facilitator or equivalent preferred.
• Minimum 5 years WSH experience, with at least 2 years in a managerial/leadership role.
• Experience in facilities management, construction, engineering, manufacturing or related industries preferred.
• Strong knowledge of Singapore WSH regulations and best practices.

Responsibilities

• Lead Workplace Safety & Health management programs and ensure policy compliance.
• Conduct risk assessments, incident investigations and safe work procedure reviews.
• Organize WSH trainings, toolbox talks and safety campaigns to promote a safety culture.
• Liaise with authorities, auditors, clients and stakeholders on WSH matters and maintain licenses and permits.
• Evaluate contractors and vendors for safety compliance and conduct inductions.
• Lead WSH personnel, generate safety reports and track KPIs for continuous improvement.

Job Summary

The WSH Manager is responsible for developing, implementing, and maintaining the organization's Workplace Safety and Health (WSH) management systems to ensure compliance with Singapore's WSH regulations and industry best practices. The role will drive a strong safety culture, minimize workplace risks, investigate incidents, and ensure a safe working environment for employees, contractors, and stakeholders.

Key Responsibilities

Workplace Safety & Health Management

• Develop, implement, and monitor Workplace Safety and Health policies, programs, and procedures.
• Ensure compliance with the Workplace Safety and Health Act and all relevant Singapore regulatory requirements.
• Lead the implementation and maintenance of WSH Management Systems and safety initiatives.
• Conduct regular site inspections and audits to identify hazards and ensure compliance with safety standards.
• Recommend corrective and preventive actions to eliminate workplace risks.

Risk Assessment & Incident Management

• Lead risk assessments, job hazard analyses, and safe work procedure reviews.
• Investigate workplace accidents, incidents, near misses, and unsafe acts.
• Prepare incident investigation reports and recommend corrective actions.
• Monitor the effectiveness of corrective measures and follow through until closure.
• Maintain accurate safety records and documentation.

Training & Safety Culture

• Organize and conduct WSH training, toolbox meetings, safety briefings, and awareness campaigns.
• Promote a proactive safety culture across all levels of the organization.
• Advise management and employees on WSH requirements and best practices.
• Support emergency preparedness and response planning, including drills and exercises.

Regulatory Compliance

• Liaise with government authorities, auditors, clients, and external stakeholders on WSH matters.
• Ensure all required licenses, certificates, permits, and statutory submissions are updated and maintained.
• Monitor changes in WSH legislation and implement necessary updates within the organization.
• Support internal and external audits.

Contractor & Vendor Management

• Evaluate contractors and vendors for safety compliance.
• Ensure contractors adhere to company and regulatory safety requirements.
• Conduct contractor safety inductions and performance reviews.

Leadership & Reporting

• Lead and mentor WSH personnel, Safety Coordinators, and Safety Supervisors where applicable.
• Prepare and present safety reports, statistics, and performance indicators to management.
• Establish and track WSH KPIs and continuous improvement initiatives.

Requirements

Education & Certification

• Diploma or Degree in Occupational Safety & Health, Environmental Health & Safety, Engineering, or related discipline.
• Registered Workplace Safety and Health Officer (WSHO) with the Ministry of Manpower (MOM), Singapore.
• Fire Safety Manager is required.
• Certified Risk Management Facilitator or equivalent certification preferred.

• Minimum 5 years of relevant WSH experience, with at least 2 years in a managerial or leadership role.
