Job summary

CHC CONSTRUCTION PTE. LTD. seeks a seasoned WSH Leader to oversee the Workplace Safety and Health function across all worksites and operations. You will establish and review safety policies, lead risk assessments, audits, and incident investigations, and promote a strong safety culture company-wide.

The role requires a MOM-registered WSHO with 8–10 years of relevant experience, including supervisory work on construction projects, and strong leadership and stakeholder management skills.

Qualifications

• Degree or Diploma in Workplace Safety & Health, Engineering, Environmental, Occupational Safety or a related discipline.
• Registered Workplace Safety and Health Officer (WSHO) with MOM.
• Minimum 8-10 years of relevant WSH experience, preferably in construction or infra.
• 3-5 years in supervisory or senior WSH roles.

WSH Management & Leadership

• Lead and oversee the Company's Workplace Safety and Health (WSH) function across all projects, worksites, workshop, warehouse and other operational areas.
• Develop, implement and continuously review the Company's WSH policies, procedures and management systems.
• Establish Company-wide safety objectives, programmes and initiatives in line with operational requirements and regulatory standards.
• Advise Management, Project Managers and operational teams on WSH matters, risks and improvement measures.
• Promote a strong safety culture and ensure safety responsibilities are understood and implemented at all levels of the organisation.

Project & Site Safety Management

• Oversee WSHOs, WSH Coordinators and site safety personnel deployed across the Company's projects.
• Conduct regular site inspections, audits and reviews to identify unsafe conditions, unsafe practices and areas for improvement.
• Ensure appropriate risk assessments, safe work procedures and control measures are established and implemented for work activities.
• Monitor high-risk activities and ensure appropriate control measures and permit requirements are implemented.
• Work closely with Project Managers, Engineers, Supervisors and subcontractors to ensure safe execution of works.
• Ensure corrective and preventive actions arising from inspections, audits and incidents are properly followed through and closed.

Regulatory & Client Compliance

• Ensure compliance with the Workplace Safety and Health Act, applicable WSH Regulations, Codes of Practice and other relevant statutory requirements.
• Monitor regulatory changes and advise Management and project teams on necessary actions.
• Ensure projects comply with relevant client safety requirements, including requirements applicable to LTA and other public-sector infrastructure projects.
• Liaise with MOM, clients, consultants, auditors and other relevant authorities on WSH matters where required.
• Coordinate and prepare for client, regulatory and external WSH audits and inspections.

Incident Management & Investigation

• Lead or oversee investigations of workplace accidents, incidents, dangerous occurrences and near misses.
• Identify root causes and recommend appropriate corrective and preventive actions.
• Ensure incidents are reported, documented and followed up in accordance with regulatory and Company requirements.
• Analyse incident trends and recurring safety issues and recommend preventive measures to Management.
• Monitor the implementation and effectiveness of corrective actions.

Safety Audit & Performance Monitoring

• Establish and monitor WSH KPIs and safety performance across projects and departments.
• Review safety inspection, audit, incident and observation data to identify trends and areas requiring improvement.
• Conduct regular internal WSH audits and management reviews.
• Prepare periodic safety performance reports and present key findings, risks and recommendations to Management.
• Monitor closure of safety observations, non-conformities and audit findings within required timelines.

Training & Safety Communication

• Identify WSH training and competency requirements for employees and workers.
• Coordinate and monitor mandatory safety training, certification and refresher requirements.
• Ensure effective Toolbox Meetings, safety briefings and other WSH communication activities are conducted.
• Develop and implement safety awareness programmes, campaigns and initiatives.
• Coach and guide project safety personnel, supervisors and employees on WSH requirements and good practices.

Emergency Preparedness

• Develop and review emergency response procedures and plans for relevant workplaces and operations.
• Coordinate emergency drills and evaluate their effectiveness.
• Ensure project teams are prepared to respond appropriately to emergencies and serious incidents.

Subcontractor & Vendor Safety Management

• Monitor subcontractor compliance with Company and project WSH requirements.
• Participate in safety evaluation and review of subcontractors where required.
• Ensure subcontractors address safety deficiencies and implement required corrective measures.
• Work with project teams to improve subcontractor safety performance.

Team Management

• Lead, supervise and develop the Company's WSH team.
• Coordinate deployment and responsibilities of WSHOs, WSH Coordinators and other safety personnel across projects.
• Provide technical guidance and support to project safety teams.
• Conduct regular reviews with safety personnel to ensure consistency in safety standards and practices across the Company.

Continuous Improvement

• Review existing WSH processes and recommend practical improvements to enhance safety performance and operational efficiency.
• Support digitalisation of safety inspections, reporting, incident tracking and other WSH processes.
• Share lessons learnt and good practices across projects.
• Perform other WSH-related responsibilities as assigned by Management.

Job Requirements

• Degree or Diploma in Workplace Safety & Health, Engineering, Environmental, Occupational Safety or a related discipline.
• Registered Workplace Safety and Health Officer (WSHO) with MOM.
• Minimum 8-10 years of relevant WSH experience, preferably within the construction, civil engineering or infrastructure industry.
• At least 3-5 years in a supervisory, managerial or senior WSH role.
• Strong experience in managing WSH requirements for construction projects and multiple worksites.
• Experience in LTA road, infrastructure, rail, cycling path or public-sector projects will be an advantage.
• Strong knowledge of Singapore WSH legislation, regulations, Codes of Practice and construction safety requirements.
• Experience managing WSH audits, risk assessments, incident investigations and corrective actions.
• Strong leadership and stakeholder management skills.
• Able to lead and guide WSHOs, WSH Coordinators, supervisors and project teams.
• Good analytical, investigation, report-writing and presentation skills.
• Proficient in Microsoft Office and familiar with digital safety/ERP reporting systems.
• Able to travel between project sites as required.
