Incorporated in 2012, Efunity Pte. Ltd. is a Singapore-based engineering solutions company specialising in Energy Management Systems (EMS), Power Quality Management (PQMS), Industrial Automation and Digitalisation, and ELV systems. We deliver integrated, technology-driven solutions to commercial, industrial, institutional and public-sector clients across Singapore and the region.
The Role
This is a newly created position, and it matters. You will take ownership of that function and build it properly.
You will own the tender pipeline end to end: identifying opportunities on GeBIZ and agency portals, interpreting specifications and drawings, extracting and pricing the Bill of Quantities, mapping our product capability against the technical specification, and getting a competitive, compliant submission in before the deadline. You will work directly with our engineering team and with the Company director.
Key Responsibilities
Tender Identification & Qualification
- Monitor GeBIZ, agency and other public or worldwide tender portals for relevant M&E, EMS, PQMS, FSA and building-automation opportunities.
- Perform initial bid / no-bid assessment on scope, value, timeline and capability fit, and present recommendations to management.
- Maintain and hold live GeBIZ credentials to download tender documentation.
Bill of Quantities & Costing
- Analyse tender documents, technical specifications and drawings to prepare accurate Bills of Quantities and cost estimates.
- Source, compare and negotiate pricing with sub-contractors and equipment suppliers.
- Maintain a current pricing database for materials, labour, equipment and third-party services.
- Apply appropriate margins andmark-ups, and flag commercial risk in the submission before it goes out.
Specification Compliance & Technical Coordination
- Interpret electrical single-line diagrams, EMS / BMS schematics, PQ metering specifications and ELV/ FSA system layouts.
- Map tender specifications against Efunity's product range and produce a clause-by-clause compliance statement.
- Liaise with the engineering team to confirm technical compliance and close specification gaps before submission.
Submission & Post-Tender
- Compile and submit complete commercial and technical documentation through portal on time.
- Handle clarifications, addenda and amendments through the tender period.
- Maintain the tender tracker, submission register and version control across all bid documents.
- Track outcomes, prepare post-tender cost variance summaries, and maintain a lessons-learned register that improves the next bid.
Requirements
Essential
- Diploma or Degree in Electrical Engineering, Mechanical Engineering, Building Services, or an equivalent discipline.
- 3–5 years' experience in tendering, estimation or quantity surveying within M&E, engineering services, systems integration or building automation.
- Demonstrated experience preparing and submitting public-sector tenders in Singapore — GeBIZ and government agency procurement.
- Ability to read and interpret technical drawings, specifications and equipment data sheets independently.
- Strong Microsoft Excel capability — BQ preparation, cost modelling, pivot tables and lookups.
- Good written and spoken English.
- Well versed in using Ai tools provided by company to increase work efficiency
- Singapore Citizens, Permanent Residents and valid EP / S Pass holders are welcome to apply.
Advantageous
- Experience with Energy Management Systems, Power Quality monitoring, industrial automation (PLC /SCADA), or ELV / Fire Safety and Alarm systems.
- Proficiency in Mandarin, spoken and written, to liaise with Chinese-speaking clients, suppliers and sub-contractors.
- Working knowledge of MOM and BCA regulatory requirements for engineering works in Singapore.
- Familiarity with ERP or project management tools, and comfort adopting digital tendering workflows.
