We are seeking a highly skilled and motivated Quantity Surveyor Engineer (Electrical) to join our team.
Electrical & Control Systems is responsible for managing the commercial and contractual aspects of electrical, instrumentation, automation, and control-system work. The role covers cost estimating, tendering, procurement, contract administration, progress valuation, variation management, cost control, and final-account settlement.
The successful candidate will work closely with engineering, procurement, construction, project-controls, and finance teams to ensure that projects are delivered within the approved budget and contractual requirements.
o Participate in tender site walks to assess project requirements and constraints.
o Lead site surveys to gather accurate data for project planning and estimation.
o Prepare tender overview and checklist
o Prepare vendor status checklist
o Raise queries (RFI & RFC) for any information and clarification.
o Demonstrate experience and knowledge in:
o Knowledge to understand technical documents such as drawings and write-up to meet client requirement.
o Generate isometric drawings and sketch layouts for contractors to prepare quotations.
o Develop detailed scope of work (SOW) documentations and bills of quantities (BoQs).
o Disseminate SOW and BoQs to contractors for quotation preparation.
o Review vendors’ quotations for accuracy and alignment with project requirements.
o Gather vendors’ quotations for comparison and cost analysis.
o Conduct review on cost analysis workout with Project Manager for vendor selections and pricing finalization.
o Generate project quotations upon final review for submission.
o Manage and update project tender listing for reference.
o Identify and finalise materials requirement and to ensure in-line with project specifications and timelines.
o Finalised terms & conditions and prepare contract agreement and/or purchase order to vendor.
o Monitor and control materials usage to minimize waste and ensure project efficiency.
o Monitor Project for any variations or additional work scope.
o Monitor Contractor Progressive Claim
o Coordinate with project teams, clients/consultant, contractors, and suppliers to ensure smooth tender & project execution.
o Provide technical guidance to vendors during the tender to construction phases.
oCoordinate with project teams, to clarify scope boundaries, technical requirements, and interfaces between disciplines.
oAssist with project close-out, including reconciliation of purchase orders, contracts, variations, and outstanding claims.
oHave awareness of requirements involving the Energy Market Authority, SP Group, Singapore Civil Defense Force, Public Utilities Board, Info comm Media Development Authority, and other agencies where applicable.
oUnderstand the commercial implications of testing, inspections, authority submissions, Licensed Electrical Worker services, energisation, commissioning, and statutory approvals.
Diploma in quantity surveying, Electrical Engineering, Construction Management, Building Services or a related field
Minimum of [2] years in quantity surveying or a similar role in construction, infrastructure, industrial, utilities, oil and gas, data-centre, or process-plant projects is preferred.
oRelevant professional certification or membership is an advantage
oPractical experience in quantity surveying, cost engineering, or contract administration, preferably involving electrical and control-system works
oRelevant electrical or control-system quantity-surveying experience is strongly preferred.
oExperience with local forms of contract, such as the Public Sector Standard Conditions of Contract, Singapore Institute of Architects conditions, REDAS conditions, or equivalent forms, is advantageous.
oProficient in AutoCAD, Revit, or other drafting software.
oStrong knowledge of SOW and BoQ preparation.
oFamiliarity with construction project cost estimation and material procurement
oGood understanding of electrical, instrumentation, automation, and control-system terminology and installation practices
oUnderstand local construction procurement, subcontracting, measurement, payment, variation, and final-account practices.
oBe familiar with the Singapore Building and Construction Authority’s requirements and common public-and private-sector contract conditions.
oUnderstand the Security of Payment framework applicable to Singapore construction projects.
oBe familiar with relevant Singapore Standards, codes of practice, Workplace Safety and Health requirements, and authority requirements.
oHave awareness of requirements involving the Energy Market Authority, SP Group, Singapore Civil Defense Force, Public Utilities Board, Info comm Media Development Authority, and other agencies where applicable.
