Job summary

SMITECH Engineering PTE LTD in Singapore is seeking an experienced Assistant Manager, Tender to lead our Commercial Team in tender management, cost estimation, vendor evaluation, and technical proposal development for major M&E engineering, maintenance, and infrastructure projects.

You will review bids, manage RFQs, coordinate manpower planning, and ensure compliant, on-time submissions while negotiating terms and supporting post-tender negotiations.

Qualifications

• Bachelor’s Degree in Facilities Management, Building Services, M&E Engineering, Quantity Surveying or related field.
• 3–5 years hands-on tender preparation and commercial management in M&E/maintenance.
• Experience with GeBIZ or public-sector tenders is advantageous.
• CERT Tier 2 or Tier 3 Certification (or equivalent) desirable.
• Strong cost estimation, BQ pricing, contract knowledge, and risk mitigation.

Responsibilities

• Review tender documents, risks, and submission guidelines to ensure compliant bids.
• Formulate precise tender pricing including direct costs, overheads, and profit margins.
• Issue RFQs, evaluate proposals, negotiate pricing, and ensure compliance.
• Plan manpower and prepare technical write-ups, schedules, and safety plans.
• Coordinate clarifications, addenda, and on-time submissions; manage post-tender events.
• Prepare slides and participate in client interviews and final negotiations.
