Job summary

PCCW Solutions Insys PTE. LTD. is seeking a Technical Writer with 3–5 years of experience to translate complex technical requirements into clear proposal content.

You will work with Sales, Pre-Sales, Solution Architects and SMEs to develop compelling responses to RFPs and tenders in the IT/technology sector. You will manage multiple proposals under tight deadlines, edit and proofread content, maintain a library of reusable material, and contribute to templates and processes to improve proposal

Responsibilities

• Prepare and manage RFP/RFI, tender, and technical proposal responses from start to submission.

Job description

We are seeking a Technical Writer with 3–5 years of experience, preferably with strong exposure to RFP/RFI, tender, and technical proposal writing within the IT, software, or technology industry.

The successful candidate will be responsible for translating complex technical requirements and solution concepts into clear, compelling, accurate, and customer-focused proposal content. You should be comfortable working independently, collaborating closely with Sales, Pre-Sales, Solution Architects, and Subject Matter Experts (SMEs), and managing multiple proposals under tight deadlines.

Key Responsibilities:

• Prepare and manage RFP/RFI, tender, and technical proposal responses from initial review through to final submission.
• Analyse customer requirements and ensure responses are complete, accurate, compliant, and aligned with tender specifications.
• Collaborate closely with Sales, Pre-Sales, Solution Architects, SMEs, and other stakeholders to gather and consolidate technical inputs.
• Translate complex technical concepts, solution architectures, and requirements into clear, concise, and customer-friendly content.
• Develop proposal content covering solution descriptions, methodologies, implementation approaches, project plans, and delivery models.
• Edit and proofread proposals to ensure accuracy, consistency, clarity, grammar, formatting, and overall quality.
• Maintain and continuously improve a library of reusable proposal content, case studies, solution descriptions, and technical documentation.
• Coordinate multiple proposal assignments simultaneously while effectively managing priorities and meeting tight submission deadlines.
• Support continuous improvement of proposal templates, content standards, and documentation processes.

Required Skills & Qualifications:

• 3–5 years of experience in Technical Writing, with strong experience in proposal, RFP/RFI, or tender writing preferred.
• Excellent written and verbal communication skills, with strong attention to detail.
• Strong editing, proofreading, and content-structuring capabilities.
• Ability to understand technical concepts and simplify complex information for non-technical audiences.
• Strong stakeholder management, coordination, and time-management skills.
• Ability to work independently while collaborating effectively with cross-functional and technical teams.
• Proven ability to manage multiple deliverables and tight proposal submission timelines.
• Proficiency in Microsoft Word, PowerPoint, and Excel.
• Experience in IT, software, technology, system integration, or managed services proposals will be an advantage.
• Familiarity with government/public sector tenders, RFP evaluation criteria, compliance matrices, and proposal processes would be advantageous.
