WIDESHINE MANAGEMENT PTE. LTD. is seeking a Chief Engineer to oversee the technical operation and maintenance of oil tanker/LPG vessels in Singapore.

The role requires directing maintenance budgets, monitoring vessel performance, and ensuring compliance with ISM and safety regulations. The ideal candidate has at least three years’ experience as chief engineer on LPG or oil tankers, strong leadership, and excellent English communication skills.

Qualifications

  • At least three years’ experience as chief engineer on oil tanker or LPG.
  • Capable of supervising ship maintenance related to LPG and familiar with relevant laws and regulations.
  • Experience in shore-based roles is an advantage.
  • Strong organization and coordination abilities.
  • Good English in speaking and writing.
  • Strong sense of responsibility, initiative, integrity and professionalism.

Responsibilities

  • Monitor assigned vessel’s technical operation and maintenance.
  • Monitor performance through monthly return reports / vessel inspections and maintain optimum maintenance levels.
  • Investigate excessive wear and tear and develop remedies with the Technical Manager.
  • Monitor technical performance and consumption of spares, lube oil, and bunkers.
  • Liaise with Marine Superintendent, Master or Chief Engineer on maintenance and operational matters.
  • Ensure all forms are filed onboard and sent to the office.
  • Inspect vessel’s condition at intervals not more than six months.
  • Prepare operating budgets for maintenance, dry-docking and special surveys.
  • Prepare monthly budget vs actual expenditure reports and manage cost containment.
  • Check bills for repairs and supplies; verify with shipboard records; coordinate with Procurement.
  • Coordinate repairs with outside workshops and provide feedback on purchases.
  • Highlight potential cost overruns to principals and keep costs within budget.
  • Advise on budget vs actual costs for technical items; promote cost awareness onboard.
  • Monitor survey cycles and statutory survey requirements.
  • Maintain validity of class, ISM, and other certificates; plan surveys/repairs/dry-docking.
  • Stay updated on regulatory changes and flag requirements.
  • Ensure ISM safety and pollution control are integral to shipboard management.
  • Train ships’ staff in coordination with Technical Manager and Marine Department.
  • During inspections, review ISM effectiveness with Master.

Job description

Reports to: Fleet Manager
Job Discription:
  • Monitor assigned vessel’s technical operation and maintenance.
  • Monitor performance through monthly return reports / vessel inspections and maintain optimum maintenance levels
  • Monitor and establish reasons for excessive/unusual wear and tear and develop means to control/rectify same, through consultation with Technical Manager.
  • Monitor technical performance of vessels and monitor consumption of spares/ luboil and bunkers to ensure these are not caused by poor condition of vessel.
  • Liaise with Marine Superintendent, Master or Chief Engineer on the vessel’s maintenance programme and on operational matters.
  • Ensure that all forms are filled in correctly and filed onboard / sent to the office.
  • Inspect vessel’s under his charge at intervals of not more than six months(-/+ 1 months). A vessel inspection checklist shall be used as guidance.
  • Provide detailed operating budgets for maintenance dry-docking and special survey
  • Prepare monthly report on vessel’s budgeted and actual expenditure and submit/report to Technical Manager on same. Initiate follow-up action where possible, to contain costs within budgeted parameters
  • Check all bills for repairs/luboils/spares/stores and keep verification of same through shipboard record of supplies/consumption. Maintain current data on costs obtained from various sources, in-cooperation with Procurement department.
  • Control volume and prepare specifications for repairs given to outside workshops/repairers and organize supplies of repair equipment. Provide feedback on purchases and encourage ship staff to tackle same onboard.
  • Draw timely attention of principals to areas where costs might be expected and which are additional to the budget.
  • Advise the ships under control on the budget as well as the actual cost for the technical items. Reduce costs by motivating the ship’s staff, improving cost awareness by regularly advising them on cost of stores and spares ordered.
  • Monitor survey cycles, statutory survey requirements.
  • Maintain validity of class, international, national and specific certificates. Plan regular and special surveys/repairs/dry-docking in advance with max time and cost benefits for each vessel.
  • Keep up to date on requirements/changes in statutory/class rules/development and other regulations. Attend to matters for registration reflagging, selling and buying as per flag requirements.
  • Ensure that safety and pollution control (ISM) priority becomes part of all aspects of shipboard management.
  • Ship staff to be continuously updated/instructed/advised/follow up on implementation of same in co-ordination with Technical Manager and Marine Department.
  • During inspection, to review effectiveness of company’s ISM system and to discuss with Master on its implementation.
Job Requirements:
  • With at least three years’ experience of chief engineer on oil tanker or LPG.
  • With capability of supervising, managing and guiding the ship maintenance affairs relating to LPG and be familiar with relevant laws, regulations and conventions.
  • Working Experience in related shore-based position will be an advantage.
  • With strong organization and coordination ability.
  • With good English language skills, both speaking and writing.
  • Strong sense of responsibility, initiative, integrity, and professionalism.
