Qualifications

Responsibilities

• Lead technical responses for strategic RFPs, RFIs, and ITQs with checked business and technical alignment.
• Develop detailed Fixed-Price WBS and high-level roadmaps for large-scale bids.
• Create Staffing Plans and optimize resource allocation for competitive bids across Singapore and Vietnam.
• Review system designs and architectures to ensure cloud-native, scalable, secure delivery.
• Enforce SDLC Quality Gates and guide DevSecOps practices across projects.

ROLE OVERVIEW

We are looking for a high-caliber Technical Delivery Manager to lead large-scale digital transformation projects. The ideal candidate is a "Hands-on Leader" who possesses a deep technical foundation across the entire Software Development Life Cycle (SDLC) and excels in strategic Presales. You will be responsible for ensuring technical excellence, managing cross-border teams, and acting as the bridge between business requirements and successful technical execution.

KEY RESPONSIBILITIES

• Bid Management: Lead technical responses for strategic RFPs, RFIs, and ITQs, ensuring all business and technical requirements are thoroughly addressed.
• Solutioning & Estimation: Develop detailed Fixed-Price Work Breakdown Structures (WBS) and high-level project roadmaps.
• Resource Planning: Build comprehensive Staffing Plans, identifying key roles and optimizing resource allocation for bid competitiveness.
• Financial Strategy: Collaborate with stakeholders to define solution costing, pricing strategies, and "Win-Themes" for high-value tenders.

B. Technical Governance & Architectural Oversight

• Architectural Reviewer & Governor: Serve as the final technical authority to review and validate system designs and architectures, ensuring alignment with C4 Model (Context, Container, Component, Code) standards.
• Infrastructure Oversight: Provide strategic guidance and technical validation for complex infrastructure designs, such as active-active hot-standby topologies and multi-country API gateways.
• Migration Steering: Oversee the migration of legacy on-premises monoliths to modern microservices architectures, ensuring cloud-native best practices are followed.
• SDLC Quality Gates: Act as a subject matter expert to enforce technical excellence. Establish and lead Quality Gates to maintain rigorous standards for system scalability, reliability, and security (DevSecOps).
• Problem Solving: Leverage a deep technical foundation to provide hands-on resolution for critical technical roadblocks when escalated.

C. Project & Delivery Management

• Methodology Mastery: Execute projects using Agile/Scrum, Waterfall, or Hybrid models, ensuring Quality, Cost, and Delivery (QCD) targets are met.
• Risk & Governance: Maintain project Risk Registers and lead mitigation strategies for complex cloud migrations (Azure GCC 2.0, AWS).
• Cross-border Leadership: Manage and mentor high-performing teams (30-50 engineers) across multiple locations (e.g., Singapore and Vietnam).
• Stakeholder Management: Act as the primary technical point of contact for C-level executives and government agency liaisons.

TECHNICAL EXPERTISE

• Cloud & Infrastructure: Hands-on experience with Microsoft Azure (GCC 2.0, APIM, SQL MI, Cosmos DB) and AWS.
• Full-Stack Oversight: Proficiency in reviewing and guiding development in .NET Core, Node.js, Java, and ReactJS.
• Database & Data: Expertise in MS SQL Server, PostgreSQL, and NoSQL databases, experience with real-time data pipelines using Redis.
• DevSecOps: Deep understanding of CI/CD pipelines (SHIP-HATS, Jenkins) and security tools (SonarQube, Fortify, NexusIQ, VAPT).

JOB REQUIREMENTS

• Experience: Minimum 7 years in the IT industry, with at least 5 years in leadership roles (Delivery Manager, Solution Architect, or Senior TPM).
• Track Record: Proven experience managing projects with a Total Contract Value (TCV) of $1M - $5M+.
• Standards: Familiarity with regulated environment standards such as Singapore Government and IM8 is highly preferred.
• Skills: Exceptional analytical skills for WBS creation, strong proficiency in English for international client engagement and proposal writing.
