Job summary

HCL SINGAPORE PTE. LTD. seeks an experienced Delivery Manager to lead end-to-end technology delivery engagements in the banking domain.

You will plan, execute, govern, and manage risks, while coordinating with business and technical teams in English and Mandarin. You will oversee modern architectures (microservices, RESTful APIs, event-driven systems), drive Agile/Scrum practices, and provide technical oversight of Java (8–21), Spring, Kafka/RabbitMQ, and Oracle/MySQL.

Qualifications

• 8–12 years IT experience with at least 5 years in delivery management.
• Experience delivering large-scale programs in banking/financial services/digital banking.
• Hands-on Java 8–21, Spring, microservices, REST APIs, and event-driven architectures.
• Experience with Oracle/MySQL, Kafka, RabbitMQ.
• Strong knowledge of banking regulations, security, audit controls.
• Proficient in Agile/Scrum, leadership, release governance.
• Excellent communication and stakeholder management.

Detailed Responsibilities

• Lead and manage end-to-end technology delivery engagements, including planning, execution, governance, and risk management.
• Drive project delivery by tracking dependencies, mitigating risks, and ensuring compliance with banking regulatory requirements, security standards, and audit controls.
• Facilitate effective communication and stakeholder management between business and technical teams, both in English and Mandarin.
• Oversee the delivery of modern application architectures, including microservices, RESTful APIs, and event-driven systems.
• Guide teams in implementing best practices around Agile/Scrum methodologies, code reviews, technical leadership, and release governance.
• Collaborate with cross-functional teams to ensure timely delivery of high-quality solutions.
• Provide technical oversight on Java development (Java 8–21), Spring frameworks, messaging technologies (Apache Kafka, RabbitMQ), and databases (Oracle, MySQL).
• Support integration, monitoring, and observability initiatives using tools like Splunk, Grafana, and Geneos.
• Maintain strong governance and documentation using collaboration and ALM tools such as Jira, Confluence, and Bitbucket.

Skill Requirements

• 8–12 years of overall IT experience, with a minimum of 5 years in technical delivery management for large-scale programs.
• Proven track record of managing technology delivery engagements within banking, financial services, or digital banking domains.
• Deep hands-on technical expertise in Java (Java 8, 11, 17, 21), Core Java concepts, Spring Framework (Spring Boot, Spring MVC), microservices, RESTful APIs, and event-driven architectures.
• Experience with Oracle and MySQL databases, Apache Kafka, RabbitMQ messaging systems.
• Thorough understanding of banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication mechanisms, and fraud/risk management practices.
• Strong knowledge of Agile/Scrum methodologies, technical leadership, release and deployment governance.
• Excellent communication, stakeholder management, and team leadership skills.

Other Requirements(Optional)

• Professional certifications such as PMP, Certified Scrum Master (CSM), SAFe, or other Agile credentials are highly desirable.
• Experience with monitoring and observability tools such as Splunk, Grafana, and Geneos.
• Familiarity with collaboration and ALM tools like Jira, Confluence, and Bitbucket.
