Job summary

HCL Technologies Limited in Singapore is seeking an experienced Technical Delivery Manager with 8–12 years of IT experience and at least 5 years of end-to-end delivery leadership in banking or financial services environments. The role requires strong Java expertise (8/11/17/21), Spring stack, and DB experience with Oracle and MySQL, along with excellent English and Chinese communication.

Mandarin preferred.

Qualifications

• 8–12 years of IT experience including delivery leadership.
• Minimum 5 years of end-to-end technology delivery management.
• Banking, Financial Services, and large program delivery experience.
• Mandarin speaker preferred.
• Strong understanding of regulatory, security, audit controls and fraud/risk management.

Responsibilities

• Lead end-to-end project delivery engagements with governance and risk management.
• Ensure banking regulatory, security and compliance requirements are met.
• Manage stakeholder communications and multi-team coordination across programs.
• Provide technical leadership and ownership of releases and deployments.

• Total Relevant Experience: 8 to 12 years of overall IT experience.
• Technical Delivery Management Experience: Minimum 5 years of proven experience managing end-to-end technology delivery engagements.
• Preferred Domain Experience: Banking, Financial Services, Digital Banking, and large-scale program delivery environments.
• Preferably Mandarin speaker

• Strong experience in managing end-to-end project delivery, including planning, execution, governance, risk management, dependency tracking, and stakeholder communications.
• Thorough understanding of banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication mechanisms, and fraud/risk management practices.
• Excellent communication and stakeholder management skills.
• Bilingual proficiency in English and Chinese (written and verbal) is mandatory.
