Job summary

Hcl Comnet in Singapore seeks an experienced Delivery Manager to lead end-to-end technology delivery engagements for large-scale banking programs. You will plan, govern, mitigate risks, and coordinate across business and IT teams in English and Mandarin.

You will oversee modern architectures (microservices, REST, event-driven), advocate Agile/Scrum practices, and provide technical oversight on Java (8–21), Spring, Kafka, RabbitMQ, and Oracle/MySQL, ensuring security compliance and audit

Qualifications

• 8–12 years IT experience with at least 5 years in technical delivery management for large-scale programs.
• Proven track record delivering technology engagements in banking/financial services.
• Deep hands-on Java (8, 11, 17, 21), Spring Framework, microservices, RESTful APIs, and event-driven architectures.

Responsibilities

Detailed Responsibilities

• Lead and manage end-to-end technology delivery engagements, including planning, execution, governance, and risk management.
• Drive project delivery by tracking dependencies, mitigating risks, and ensuring compliance with banking regulatory requirements, security standards, and audit controls.
• Facilitate effective communication and stakeholder management between business and technical teams, both in English and Mandarin.
• Oversee the delivery of modern application architectures, including microservices, RESTful APIs, and event-driven systems.
• Guide teams in implementing best practices around Agile/Scrum methodologies, code reviews, technical leadership, and release governance.
• Collaborate with cross-functional teams to ensure timely delivery of high-quality solutions.
• Provide technical oversight on Java development (Java 8–21), Spring frameworks, messaging technologies (Apache Kafka, RabbitMQ), and databases (Oracle, MySQL).
• Support integration, monitoring, and observability initiatives using tools like Splunk, Grafana, and Geneos.
• Maintain strong governance and documentation using collaboration and ALM tools such as Jira, Confluence, and Bitbucket.

Skill Requirements

• 8–12 years of overall IT experience, with a minimum of 5 years in technical delivery management for large-scale programs.
• Proven track record of managing technology delivery engagements within banking, financial services, or digital banking domains.
• Deep hands-on technical expertise in Java (Java 8, 11, 17, 21), Core Java concepts, Spring Framework (Spring Boot, Spring MVC), microservices, RESTful APIs, and event-driven architectures.
• Experience with Oracle and MySQL databases, Apache Kafka, RabbitMQ messaging systems.
• Thorough understanding of banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication mechanisms, and fraud/risk management practices.
• Strong knowledge of Agile/Scrum methodologies, technical leadership, release and deployment governance.
• Excellent communication, stakeholder management, and team leadership skills.

Other Requirements(Optional)

• Professional certifications such as PMP, Certified Scrum Master (CSM), SAFe, or other Agile credentials are highly desirable.
• Experience with monitoring and observability tools such as Splunk, Grafana, and Geneos.
• Familiarity with collaboration and ALM tools like Jira, Confluence, and Bitbucket.
