Qualifications

• 8–12 years of IT experience with at least 6 years in delivery management.

• Fluent English and Mandarin for cross‑region communication.
• Proven ability to lead large enterprise or banking technology programmes.

Responsibilities

• Lead end-to-end technology delivery from planning to production.
• Govern scope, timelines, risks, releases and delivery status reporting.
• Provide technical leadership across Java tech stack and microservices.
• Engage in architecture discussions, design reviews and code quality checks.
• Coordinate with cross-functional teams including QA, DevOps, security and business units.
• Ensure banking security, regulatory compliance and technology risk controls.
• Resolve technical and production issues and escalate when needed.

Role Overview

We are seeking an experienced Technical Delivery Manager to lead end-to-end technology delivery in a large-scale enterprise/banking environment. The candidate should combine strong Java technical expertise with proven delivery leadership and stakeholder management skills.

Roles & Responsibilities

• Lead end-to-end technology delivery from planning, development and testing through deployment and production.
• Manage project scope, timelines, risks, dependencies, resources, releases and delivery governance.
• Provide technical leadership across Java, Spring Boot, Microservices and API-based applications.
• Participate in architecture discussions, technical reviews and code reviews.
• Coordinate across developers, architects, QA, DevOps, infrastructure, security and business teams.
• Manage senior stakeholders and provide clear delivery status, risk and escalation reporting.
• Ensure compliance with banking security, regulatory, audit and technology risk requirements.
• Drive resolution of technical, delivery and production issues.

Mandatory Requirements

• 8-12 years of overall IT experience.
• Minimum 6 years of end-to-end technology delivery management experience.
• Strong hands-on experience with Java 8/11/17/21, Core Java, Spring, Spring Boot and Spring MVC.
• Strong understanding of Microservices, REST APIs and Event-Driven Architecture.
• Experience with Oracle/MySQL and Kafka/RabbitMQ.
• Strong knowledge of Agile/Scrum and SDLC delivery.
• Experience in Banking, Financial Services, Digital Banking or large enterprise programmes preferred.
• Good understanding of security, regulatory compliance, audit controls, authentication and technology risk.
• Strong stakeholder management and technical leadership skills.
• English and Mandarin (written and spoken) required for communication with Mandarin-speaking stakeholders/regional teams.

• PMP, CSM, SAFe or Agile certification.
• Splunk, Grafana or Geneos.
• Jira, Confluence and Bitbucket.
• Exposure to CI/CD and DevOps environments.
