Qualifications

Technical Delivery Manager (Chinese Proficiency Mandatory)

We are hiring an experienced Technical Delivery Manager with strong IT project delivery, technical program management, and stakeholder management experience. The candidate will be responsible for managing end to end technology delivery, leading cross functional teams, and ensuring projects are delivered within agreed timelines, scope, budget, and quality standards.

Chinese language proficiency is mandatory for effective communication with Chinese-speaking clients, business stakeholders, and regional teams.

Key Responsibilities:

• Manage end to end delivery of IT projects, ensuring timely execution and successful project outcomes.
• Lead and coordinate cross functional technical teams, including software developers, engineers, business analysts, QA, and infrastructure teams.
• Define project scope, delivery plans, milestones, timelines, resource allocation, and project governance.
• Work closely with clients and stakeholders to gather business requirements, clarify technical specifications, and align delivery expectations.
• Monitor project progress, identify risks and dependencies, manage escalations, and implement mitigation plans.
• Facilitate communication between Chinese speaking stakeholders and technical delivery teams.
• Manage stakeholder expectations and provide regular project status reports, delivery updates, and performance metrics.
• Drive Agile project management practices, sprint planning, backlog management, and continuous improvement initiatives where applicable.
• Ensure adherence to delivery standards, quality processes, SLAs, and organizational policies.
• Collaborate with senior management to resolve delivery challenges and support strategic technology initiatives.

Required Skills and Qualifications:

• 8+ years of experience in IT project management, technical delivery management, program management, or technology delivery.
• Proven experience managing end to end IT project delivery and multiple technical workstreams.
• Mandatory Chinese language proficiency with the ability to communicate effectively in a professional business environment.
• Strong English communication skills for stakeholder coordination and documentation.
• Good understanding of Software Development Life Cycle (SDLC), Agile, Scrum, Waterfall, and project management methodologies.
• Experience in project planning, resource management, risk management, budget tracking, and stakeholder engagement.
• Strong client management, leadership, problem solving, and decision making skills.
• Familiarity with project management tools such as Jira, Confluence, Microsoft Project, or similar tools.

Preferred Skills:

• Experience in enterprise IT projects, software development, digital transformation, or system implementation.
• PMP, PRINCE2, Scrum Master, or equivalent certification.
• Experience working with international clients, multicultural teams, or regional delivery teams.
