Job summary

Skills and Workforce Development Agency is seeking a policy and strategic planning professional to support Careers and Employment Services sector development in Singapore. The role combines sector planning, strategy formulation and incubation of new ideas to strengthen the CES ecosystem.

You will work with internal and external stakeholders to translate insights into actionable initiatives, cover project secretariat duties, and contribute to management reporting and governance processes.

Qualifications

• Able to frame issues, identify trade-offs, develop options and recommendations to support decision-making.
• Understand sector needs, engage ecosystem stakeholders and translate insights into strategies or plans.
• Skilled in gathering, analysing and interpreting research, data and stakeholder inputs to surface policy implications.
• Confident in engaging agencies, employers, training providers and other stakeholders to build alignment.
• Able to prepare briefing notes, submissions, decks and papers that clearly explain context, analysis, options and recommendations.
• Able to coordinate consultations, meetings, workstreams, timelines and deliverables across multiple stakeholders.
• Able to work with analysts to define metrics, track outcomes and use evidence in planning decisions.

Responsibilities

• Support sector planning and strategy development to strengthen the CES ecosystem.
• Perform environment scans, policy research and sector analysis on trends affecting career planning and workforce development.
• Synthesize research into strategic insights to guide planning and decision-making.
