Job summary

The Smart Nation Group – Digital Government (SNDG), under the Ministry of Digital Development and Information (MDDI), drives Singapore's digital transformation by shaping strategies to deliver a Digital Government that is secure, user‑centric and resilient.

The Strategic Resourcing team prioritises central ICT & Smart Systems funding and manpower, shaping proposals for the WOG Central Digitalisation Budget and Initiation Budget to accelerate scalable digital products across government.

Qualifications

• Background in finance, economics, computer science, engineering, public policy, or equivalent practical experience.
• At least 2 years of relevant experience in strategic finance, resource management, venture capital, private equity, or digital product development preferred.
• Strong analytical, critical thinking, and writing skills.
• Excellent communication and interpersonal skills to build relationships and identify common ground with diverse stakeholders.
• Keen interest in technology and willingness to keep up with technological trends.

Responsibilities

• Develop and implement robust WOG resourcing prioritisation and policy frameworks to support critical WOG digital priorities while balancing competing demands.
• Evaluate and develop recommendations for proposals submitted to the WOG Central Digitalisation Budget, in partnership with the Ministry of Finance (MOF) and with inputs from technical and subject matter experts, to support agencies in scaling transformative digital products and to build digital capabilities.
• Evaluate and develop recommendations for proposals submitted to the WOG Initiation Budget, to foster innovation and support the derisking of emerging digital products and solutions.
• Coordinate and administer resourcing rounds, with a view towards upholding the desired resourcing velocity while ensuring quality and sound evaluations that account for impact, strategic alignment and quality.
• Monitor and evaluate the performance of resourced digital products to inform future investment decisions and scaling opportunities, and to recommend appropriate interventions when required.
• Lead continuous improvement efforts to streamline funding processes and enhance operational efficiency.
• Develop resourcing approaches and strategies to enable GovTech to effectively fulfil its role as the driver of WOG digital transformation.
• Build and maintain strong partnerships with stakeholders across government, including SNDG divisions, GovTech teams, MOF, and WOG agencies.
