Job summary

MOH Holdings (Singapore) seeks a dedicated procurement professional to lead planning, management, and execution of procurement activities ensuring timely, cost-effective, and compliant acquisition of goods and services across MOHH divisions.

The role covers RFQs/RFPs, evaluations, negotiations, and contract awards while upholding transparency and value for money. You will drive governance, risk management, and digital tooling to boost productivity and performance.

Qualifications

• Bachelor’s degree in Business, Supply Chain Management, Procurement, Finance, or related field.
• Professional procurement certifications (e.g., CIPS or equivalent) are an advantage.
• Proficient in Microsoft Office applications.
• Minimum 7 years of relevant procurement experience, including exposure to both public and private sector procurement.
• Good understanding of procurement governance, compliance, and risk management.
• Excellent communication, stakeholder management, and negotiation skills.
• Strong analytical skills with attention to detail.
• Comfortable using digital tools (e.g., AI, dashboard) to enhance productivity, analyse data and support division making.

Responsibilities

• Review procurement approval forms in accordance with MOHH policies and guide Evaluation Committee.
• Develop and implement procurement strategies aligned with business goals.
• Facilitate end-to-end sourcing activities including RFQs, RFPs, evaluations, negotiations and awards.
• Advise on procurement policies and governance framework.
• Administer RFQs/RFPs via SAP Ariba and maintain audit trails.
• Generate, review and monitor Purchase Orders in SAP.
• Identify process efficiency improvements and risk mitigation opportunities.
• Manage procurement spend analysis, reporting and insights for decision-making.
• Maintain high standards of integrity, transparency, accountability and documentation.
• Drive or support procurement transformation initiatives, including automation and digital tools.
