Job summary

sggovterp in Singapore is seeking a Senior Manager / Manager in Partnerships and Innovation to lead partnership workstreams, shape programme concepts, and govern grants.

You will develop engagement plans with training providers, IHLs, employers, and industry bodies, and translate insights into actionable proposals and budgets. This role requires strong cross‑functional coordination, risk management, and the ability to present recommendations to senior management.

Qualifications

• Relevant experience in partnership management, industry engagement, programme development, grant administration.
• Experience leading projects or workstreams with external stakeholders, funding governance.
• Understanding of public-sector governance, grant processes, budgeting and risk management.
• Experience with training providers, employers, sector agencies, community partners is advantageous.
• Exposure to innovation methodologies or human-centered design is a plus.
• Proficient in Microsoft Office, especially PowerPoint and Excel.
• Familiarity with grant management, CRM tools, or dashboards is advantageous.

Responsibilities

• Develop and implement partnership and engagement plans with key stakeholders.
• Build and sustain strategic partnerships across public, private and people sectors.
• Lead design, delivery, and review of programmes and pilots.
• Translate feedback and data into proposals, budgets, and plans.
• Oversee grant administration, eligibility, disbursements, and compliance.
• Coordinate with internal teams to align with priorities and resources.
• Monitor milestones, partner performance, risks, and budget drawdown.
• Evaluate initiatives to determine scaling, handover or discontinuation.
• Identify new partnership models and tech-enabled approaches to improve impact.
• Prepare updates and briefing decks for senior management and stakeholders.
• Guide junior staff on stakeholder management and project reporting.
