Job summary

Confidential is seeking an experienced procurement professional in Singapore to lead in-direct procurement activities aligned with project requirements, budgets, and timelines. The role focuses on developing procurement strategies, sourcing plans and category initiatives to ensure cost optimisation and reliable service delivery.

You will manage end-to-end tender processes, negotiate with suppliers, and oversee supplier evaluation, contract documentation and post-award performance.

Qualifications

• Degree or Diploma in Supply Chain Management, Procurement, Business, Engineering, Facilities Management or other relevant disciplines.
• Minimum 6 years of relevant experience in procurement, sourcing, contract administration or supplier management, preferably within facilities management, engineering, construction, technical services or project-based environments.

Responsibilities

• Manage in-direct procurement activities in alignment with project requirements, approved budget, delivery timeline, technical specifications and governance standards.
• Support the development and implementation of procurement strategies, sourcing plans and category initiatives to achieve cost optimisation, service reliability and business objectives.
• Develop, coordinate and manage end-to-end tender processes, including preparation of tender documents, request for quotation, bid clarification, commercial evaluation and supplier recommendation.
• Lead supplier negotiations during tender and post-tender evaluation to secure competitive pricing, favourable contractual terms, delivery commitments and best value outcomes.
• Source, evaluate and qualify suppliers, subcontractors and service providers based on technical capability, commercial competitiveness, safety performance, compliance requirements and service track record.
• Prepare, review and administer purchase orders, service agreements, contract documentation and supporting records to ensure accuracy, completeness and compliance with company policies and procedures.
• Monitor supplier performance, contract fulfilment, service quality, delivery progress and issue resolution to ensure suppliers meet agreed service levels, safety standards and business expectations.
• Maintain approved vendor lists, supplier databases, procurement records, tender files and contract repositories in accordance with internal control and audit requirements.
• Ensure procurement activities comply with applicable procurement policies, delegation of authority, ethical standards, HSE requirements, information security requirements and relevant regulatory obligations.
• Support process improvement, standardisation and digitalisation initiatives within procurement workflows, systems, documentation and reporting processes.
