Job summary

SMITECH ENGINEERING PTE LTD in Singapore seeks a Senior HR Executive to partner with construction and M&E teams, owning core HR operations and strategic workforce planning. You will drive manpower strategies, headcount and skills mix across projects, ensuring compliance with local regulations.

You will manage the end-to-end foreign workforce lifecycle, advise on hiring capacity and cost implications, and lead training, onboarding, and HR digitalization to boost performance and project

Qualifications

• Degree or Diploma in Human Resource Management or related discipline; IHRP certification is an advantage.
• Minimum 5 years HR experience with 3+ years in generalist or operations within construction/ M&E or related industry.
• Solid knowledge of Singapore Employment Act and MOM work pass framework.
• Experience with CSOC/CoreTrade and BCA workforce/training requirements.

Responsibilities

• Act as HR partner to project managers and department heads for manpower planning and deployment.
• Own end-to-end work pass lifecycle including applications, renewals, cancellations and compliance.
• Manage learning and capability development including certifications and government grants.
• Oversee HR operations, attendance, onboarding/offboarding and records integrity.
• Drive recruitment for local and foreign hires, build talent pipelines and onboarding programs.
• Lead HR digitalization and monthly HR reporting to support decision making.
