Job summary

Public Administration in Singapore seeks a Senior Manager in the Communications Development Division to strengthen the communications workforce through policy development, planning and capability-building. You will work with stakeholders across PA to develop frameworks, resources and initiatives that enable communications officers to succeed.

This role offers opportunities to lead cross-functional projects, engage with policy and organisational planning, and drive continuous capability

Qualifications

Experience in strategic communications or organisational development.
Ability to translate inputs into practical frameworks and recommendations.
Capability building and knowledge management experience helpful.

Responsibilities

Develop and review competency frameworks and career pathways for communications officers.
Design and maintain knowledge resources; coordinate Communities of Practice.
Develop policies, governance frameworks, and operating guidelines to support PA's communications function.
Monitor effectiveness of capability-building initiatives through data analysis and feedback; report findings.
Partner across PA divisions to identify needs and pilot AI-enabled tools and workflows.
Manage project coordination, budgets, and procurement for capability-building initiatives.
