Job summary

United Overseas Bank is seeking a Technical Manager to lead the delivery of complex projects, ensuring scope, timeline and budget adherence while complying with bank policies and regulatory requirements. You will drive data and solution discussions across vendor teams, coordinate multi-vendor delivery, manage risks and governance meetings, and ensure end-to-end closure with strong stakeholder management.

Qualifications

• Bachelor Degree in Computer Science / Engineering or related field; PMP preferred.
• Technical Manager with 8+ years in banking/financial services.
• Experience in large-scale multi-interface regional projects.
• Experience delivering full SDLC / Agile projects.
• Strong communicator, both spoken and written.
• Strong organizational and stakeholder management skills.
• Self-starter, able to work independently.
• Able to work within ambiguity.
• Strong execution and end-to-end issue closure.
• Initiative in issue resolution; delivery-focused.

Responsibilities

• Be responsible for successful execution and technical delivery of projects meeting scope, timeline and budget.
• Drive data, design and solution discussions with vendor, technology team and user groups.
• Lead multi-vendor teams to deliver solutions and manage them to support bank commitments.
• Provide status updates related to technical delivery to Project Manager.
• Partner with Solution and Enterprise Architects to deliver technical innovations.
• Partner with Architects and Development Lead to ensure design complies with standards.
• Work with Test manager to formulate comprehensive system test plan aligned with scope and quality.
• Identify and raise risks and issues affecting the project and manage them with escalation.
• Manage relationships across business lines and external parties, including escalation and scope changes.
• Organise and chair governance meetings, including minutes.
