Job summary

Newcon Builders Pte Ltd is seeking an experienced Senior Quantity Surveyor / Executive Quantity Surveyor to join our team in Singapore on a full-time basis. The role focuses on financial and contractual management across multiple projects from Pasir Ris.

You will prepare budgets, manage contracts, monitor costs, review final accounts, and mentor junior staff while ensuring compliance with industry standards and company policies. A strong background in QS and cost control is essential.

Qualifications

• Bachelor Degree in Quantity Surveying or equivalent professional qualification.
• Minimum 3–5 years' post-qualification experience in quantity surveying.
• Proven expertise in contract administration, cost management, and financial control on medium to large-scale construction projects.
• Strong knowledge of construction contracts.
• Advanced proficiency in cost estimation, budgeting, and financial analysis.
• Excellent negotiation and communication skills.
• Proficiency with quantity surveying software.
• Experience in the Singapore construction market and familiarity with HDB Project is advantageous.

Responsibilities

• Prepare and manage project budgets, cost estimates, and financial forecasts for construction projects
• Administer contracts and manage contractual relationships with clients, consultants, and sub-contractors
• Monitor project costs throughout the construction phase and implement cost control measures to prevent budget overruns
• Prepare and review interim and final accounts, variation orders, and claims documentation
• Conduct value engineering and cost planning studies to optimise project value and performance
• Liaise with project managers, architects, engineers, and other consultants to ensure effective project delivery
• Prepare professional reports and presentations on financial and contractual project matters
• Mentor and supervise junior qs staff, fostering professional development and best practices
• Ensure compliance with relevant industry standards, regulations, and company policies
