Job summary

CES_SALCON PTE. LTD. is seeking an experienced procurement and contracts professional to manage tender preparation, subcontractor/vendor sourcing, and key contract administration tasks. You will handle RFQ issuance, quotations analysis, and commercial terms, while coordinating with clients and consultants.

The role requires strong knowledge of SOR/VOs, familiar with PSSCOC, and a proactive, detail-oriented mindset. Some site assignments may be needed to support project execution.

Qualifications

• At least 5 years of related experience in wastewater, desalination, water utility package projects.
• Diploma in QS or Mechanical Engineering.
• Must be familiar with PSSCOC (Public Sector Standard Conditions of Contract).
• Proficiency in MS Office (Excel, Word, etc.).
• Strong knowledge of contractual terms, variation orders (VO), unit rates (UR), and schedule of rates (SOR).
• Familiar with Singapore Standard Forms of Contract and Singapore building codes/regulations.
• Independent, proactive, resourceful, result-oriented, able to meet tight schedules and with a good eye for details.

Responsibilities

• Prepare tender documents for RFQ.
• Source subcontractors and vendors.
• Issue RFQ documents.
• Negotiate and clarify with subcontractors and vendors.
• Compare and analyze quotations and proposals (TBE/CBE).
• Tabulate costs and estimates for pricing preparation.
• Measure quantities for RFQ (indicative to subcontractor).
• Prepare Commercial Terms.
• Finalize contractual requirements with subcontractors and vendors.
• Issue letters of award and purchase orders.
• Update project budget and procurement status.
• Respond to payments (to subcontractors) and claim payments (to consultants).
• Coordinate payment claims with subcontractors/consultants/clients.
• Update claim summaries and expenditures for Monthly Progress Report to PM.
• Handle commercial and contract-related functions.
• Occasionally assigned to project sites to support execution and contract administration.
• Any other tasks as assigned by supervisor.
