Senior QA/QC Manager - Data Center Construction

Job summary

Turner & Townsend in Singapore seeks a QA/QC professional to lead quality management on large-scale data center projects. You will develop and implement PQMP, establish QA/QC procedures, and drive continuous improvement across all project phases.

You will oversee inspections, testing (FAT/SAT), CAPA processes, NCR investigations, and documentation, while coordinating with PMs, subcontractors, consultants, and clients to ensure compliance and handover readiness.

Qualifications

• 8–15 years of QA/QC experience in large-scale construction.
• Minimum 5 years in data center, mission-critical, semiconductor, pharmaceutical, or industrial construction environments.
• Proven experience managing QA/QC programs for hyperscale or colocation data centers.
• Experience with commissioning and integrated systems testing is highly preferred.

Responsibilities

• Develop and implement the Project Quality Management Plan.
• Establish QA/QC procedures, inspection plans, test plans (ITPs), and quality documentation.
• Ensure compliance with client specifications, contract requirements, and applicable standards.
• Monitor project quality performance and drive continuous improvement initiatives.
• Lead quality audits and assessments across project phases.
• Manage all inspection and testing activities for civil, architectural, mechanical, electrical, and plumbing (MEP) works.
• Review and approve inspection requests, test reports, and quality records.
• Verify equipment and materials meet project specifications before installation.
• Oversee factory acceptance tests (FAT), site acceptance tests (SAT), and integrated systems testing.
• Investigate quality issues and non-conformance reports (NCRs).
• Coordinate corrective and preventive actions (CAPA).
• Monitor closure of NCRs and quality observations.
• Conduct root cause analysis and implement lessons learned.
• Maintain accurate project quality documentation and records.
• Ensure as-built and turnover documentation meet client requirements.
• Prepare quality reports, dashboards, and KPI metrics for project leadership and clients.
• Support project handover and closeout activities.
• Collaborate with project managers, construction managers, subcontractors, consultants, and client representatives.
• Participate in client quality meetings and site inspections.
• Act as the primary point of contact for quality-related matters.
